About The Position

Rivet Operations Company (“Rivet”) has an opening for Program Manager to join our rapidly growing team in the Arlington, VA area. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical and cyber security, IT management, logistics, supply chain management, process improvement and development. The Program Manager (PM) serves as the On‑Site Support Staff Lead and is responsible for providing overall leadership, coordination, and management oversight for contractor personnel supporting the Office of Naval Research (ONR). This role ensures effective delivery of business and financial support services to Science & Technology (S&T) and Research & Development (R&D) programs within the Naval Research Enterprise (NRE), in compliance with ONR Business Rules and mission priorities.

Requirements

  • Bachelor’s degree from an accredited college or university(Master’s degree preferred).
  • At least ten (10) years of management experience providing business and financial support to organizations with Science & Technology (S&T) and/or Research & Development (R&D) missions.
  • Demonstrated recent experience leading and managing an on‑site contractor team of 10 or more personnel.
  • Proven ability to coordinate personnel, assign workloads, and ensure compliance with organizational policies and execution rules.
  • Strong leadership, communication, and organizational skills in a government or defense environment.
  • Strong verbal communication to effectively express concepts, plans, and proposals.
  • Strong critical thinking skills and ability to prioritize and meet deadlines.
  • Initiative-taker requiring minimal supervision.
  • Proficiency with Microsoft Office Applications (Word, PowerPoint, Access, Excel and Outlook)
  • Position requires applicant to be a US Citizen and obtain and maintain the required security clearance for the position.

Responsibilities

  • Serve as the senior on‑site contractor lead and primary point of contact for ONR government leadership.
  • Provide day‑to‑day leadership, coordination, and oversight of an on‑site contractor team of 10 or more personnel.
  • Assign, manage, and monitor task execution to ensure work is completed accurately, on schedule, and in compliance with ONR Business Rules.
  • Ensure contractor staff effectively support ONR S&T and R&D programs with business, financial, and operational services.
  • Rapidly learn and apply knowledge of organizational structure, mission, and functions across the Naval Research Enterprise (NRE).
  • Understand and support the roles of ONR Program Officers and Science Advisors in the development and execution of S&T initiatives.
  • Identify risks, issues, and resource constraints, and implement mitigation strategies to maintain execution benchmarks.
  • Foster a high‑performance team environment emphasizing accountability, quality, and continuous improvement.
  • Communicate effectively with government stakeholders, ensuring transparency and alignment with objectives.
