About The Position

Mythics is seeking a Program Manager to serve as the Prime Contractor Lead for a large-scale Federal Payroll Modernization program supporting the USDA National Finance Center (NFC). The Program Manager will provide executive-level program leadership, contract governance, subcontractor oversight, risk management, financial control, customer engagement, and delivery transparency on behalf of Mythics. Mythics' partner will perform the majority of the technical implementation and systems integration activities. The Program Manager will not be responsible for hands-on Oracle configuration or detailed system implementation tasks. Instead, this leader will ensure our partners execute against contractual commitments while Mythics retains visibility, influence, and control as the accountable prime contractor.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field and/or equivalent experience.
  • Clearance requirement: US Citizen with the ability to pass a federal background investigation
  • 15+ years of experience leading large-scale Federal IT, enterprise transformation, or mission-critical modernization programs.
  • 10+ years managing system integrator, subcontractor, or complex partner delivery relationships on federal programs exceeding $50M.
  • Prior experience serving as Prime Contractor Program Manager, Program Director, or Senior Program Executive.
  • Experience managing organizations or integrated delivery teams of 70+ professionals across multiple workstreams.
  • Experience managing multiple subcontractors, delivery partners, and customer stakeholders in a prime/subcontractor environment.
  • Experience with enterprise ERP, HCM, payroll modernization, shared services, cloud transformation, or large-scale SaaS implementation programs.
  • Experience managing fixed-price, performance-based, BPA, IDIQ, task order, or other complex federal contracting models.
  • Strong understanding of program financial management, scope management, schedule management, quality management, and enterprise risk management.
  • Demonstrated ability to lead executive governance forums and communicate effectively with federal customers, subcontractors, and senior leadership.

Responsibilities

  • Serve as the single point of accountability for Mythics’ prime contractor responsibilities.
  • Protect Mythics from becoming a contractual pass-through while subcontractors control delivery decisions.
  • Ensure program execution aligns with contract scope, customer expectations, cost, schedule, quality, security, and risk posture.
  • Establish a disciplined governance model across Mythics, Deloitte, Oracle, USDA, and other stakeholders.
  • Provide leadership with timely visibility into delivery risks, financial exposure, customer issues, and subcontractor performance.
  • Serve as the primary Mythics program leader for contract execution and customer-facing governance.
  • Maintain accountability for contractual obligations, deliverables, acceptance, modifications, option periods, and performance commitments.
  • Ensure Deloitte and other subcontractors execute within the boundaries of the prime contract and subcontract agreements.
  • Coordinate closely with Contracts, Finance, Delivery, Sales, and Executive Leadership on program performance and contractual risk.
  • Establish and lead the program governance structure, including operating cadence, steering committee materials, executive briefings, decision logs, and status reporting.
  • Own program dashboards, KPIs, RAID reporting, issue escalation, action tracking, and integrated program health reviews.
  • Maintain audit-ready documentation for decisions, assumptions, risks, scope changes, customer communications, and deliverable acceptance.
  • Ensure Mythics maintains direct visibility into schedule, scope, financials, risks, quality, and customer satisfaction.
  • Manage prime/subcontractor operating model with Deloitte, Oracle, and other partners.
  • Hold subcontractors accountable for schedule, quality, staffing, deliverables, issue resolution, and customer commitments.
  • Review subcontractor status, assumptions, risks, and performance metrics on a regular cadence.
  • Escalate subcontractor performance issues early and coordinate corrective actions with leadership and contracts.
  • Own enterprise RAID process and ensure risks are visible, assigned, mitigated, and escalated before they impact performance.
  • Develop mitigation and recovery plans for contractual, financial, schedule, delivery, technical dependency, security, and customer relationship risks.
  • Identify where customer requirements, budget, timeline, and delivery approach create execution or financial exposure for Mythics.
  • Ensure proposal assumptions and delivery commitments are managed through formal change control after award.
  • Monitor program financial performance, burn rate, funding, backlog, profitability, invoices, and forecast accuracy.
  • Surface financial exposure related to scope creep, subcontractor delays, unmet assumptions, fixed-price commitments, or performance-based obligations.
  • Support deal reviews, funding reviews, contract modifications, and executive financial reporting.
  • Coordinate with Finance and Contracts to ensure invoicing, acceptance, and funding actions are aligned.
  • Serve as a trusted Mythics representative to USDA stakeholders and executive leadership.
  • Facilitate customer communications, expectation management, executive escalations, and governance meetings.
  • Ensure customer commitments are documented, approved, and tied to contract authority where required.
  • Support account growth while maintaining disciplined delivery and contract boundaries.
  • Maintain oversight of the integrated master schedule, milestone tracking, critical path, deliverable gates, and acceptance criteria.
  • Ensure quality control plans, program management plans, and governance artifacts are implemented and maintained.
  • Review technical partner deliverables for contractual completeness and customer readiness, without assuming technical ownership.
  • Drive readiness reviews for major milestones, demonstrations, testing gates, cutover, deployment, and hypercare.
  • Perform all other duties, as assigned.
