Enlighten is looking for a Portfolio/Senior Program Manager to provide leadership of a cloud big data program. The program requires experience with cloud computing technologies, program management concepts, IT systems operations, and agile software development. The PM will interface with the government leadership, contracting officer representative (COR) and the Enlighten management team. The PM performs day-to-day management of the program and develops long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract. Work is a hybrid role with some on-site work with our customer. Will also have some occasional travel to customer sites as needed.

Requirements

Must currently have and maintain an active Secret level U.S. Government Security Clearance; with the ability to obtain a TS/SCI is required; U.S. citizenship required.
6 years of experience working with projects of similar scope, type and complexity and a Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
5+ years of experience in a Technical Program Manager, Program Manager, Delivery Lead, or equivalent role responsible for driving cloud computing technologies, program management concepts, IT systems operations, and agile software development for the Government.
Direct experience in managing multi-task contracts and subcontracts of various types and complexity including Firm Fixed Price (FFP).
Must have prior experience supporting technical contracts for DoW / DoD customers.
Ability to work with technical experts like Software, System, and Platform Engineers to develop capabilities and support the customers needs.
Ability to engage with stakeholders, operators, and users to convey program and technical concepts, milestone progress, and schedules.
Experience successfully hitting project milestones, maintaining a project schedule, providing documentation, etc.
Superb communication skills and strong public speaking, presentation, and demonstration skills.
Prior experience working in the PMO with little to limited support in a Project Management role.
Must be able to work 3-4 days onsite between Enlighten Headquarters in Columbia, MD and customer site in Fort Meade, MD.
Must be willing and able to travel up to 20% of the time CONUS or OCONUS to visit with customers as needed.

Nice To Haves

Prefer prior experience with the U.S. Air Force, U.S. Army, or U.S. Marine Corps.
Current Clearances: Active Top Secret clearance is a strong plus.
Project Management Professional Certification (PMP) is highly desired.
Prior experience managing technical contracts and prior technical skills is a huge plus.
Prior experience or familiarity with Big Data Platforms or Data Lake architectures.

Responsibilities

Lead overall project performance, ensuring all contract execution milestones, performance criteria, and service delivery due dates are met or exceeded.
Serve as the single point of contact for customer issues, interfacing directly with the Government leadership and COR, Enlighten executive management, and cross-functional teams (e.g., Subcontracts, Project Control, Personnel Security).
Partner with technical leads to oversee technical operations management and execution, agile software development processes, resource allocation, and technical performance across both internal personnel and subcontractor teams.
Establish long-term strategic goals for the contract, performing horizontal integration planning to ensure long-range end-user requirements are consistently satisfied.
Formulate and enforce work standards, develop project schedules, address work discrepancies, and mobilize corporate resources necessary to clear project roadblocks.
Supervise, train, and direct project staff, clearly communicating organizational goals, policies, and operational procedures while enforcing rigorous quality standards on all deliverables.
Participate in customer-facing meetings and briefings to speak, present, and demonstrate publicly on Enlighten’s core technical capabilities and value proposition.
