The Health and Human Services Commission, Health and Independence Services, Blind Children’s Program (BCP) Program Manager reports to the BCP Operational Manager. The Blind Children’s Program supports children with vision impairments and their families in their efforts to receive the greatest benefit from school and other programs to be as independent as possible. Through the program, families receive services and information they need to develop successful futures for their children. The Program Manager works under limited (or minimal) supervision, with considerable latitude for the use of initiative and independent judgment. This position provides highly advanced (senior level) programmatic support and supervises staff responsible for providing services to eligible children and families. Provides coaching and holds all staff accountable for essential job functions. Coordinates and completes human resources processes. The Program Manager assists in developing program policies, procedures and manual maintenance. The position evaluates budget requests from staff and expenditures for client services; and adjusts caseload budgets to ensure that budgeted funds are expended according to policy for area supervised. Coordinates and evaluates quality assurance activities; prepares reports and correspondence as assigned; represents area and program at community activities. The Program Manager provides guidance to employees in handling complex situations and issues related to the Blind Children’s Program and may provide coverage to vacant caseloads. This position requires travel to support staff and business needs across the state. The position supports the Operational Manager in daily operations and all duties as assigned and may act on behalf of the Operational Manager. Performs related work as directed.
