About The Position

The Program Manager (PM) oversees services and supports for assigned individuals, reporting to the Chief Programs Officer (CPRO). This role supervises staff including Support Coordinators, Employment Specialists, and Community Support Professionals. Key responsibilities include overseeing the Person-Centered Planning process, ensuring accurate funding streams, collaborating with other program teams for seamless service delivery, maintaining strong team communication, and ensuring compliance with all State regulations. The PM will embody and reinforce Opportunities, Inc.'s Mission and Values in all supervisory interactions and work collaboratively with leadership to enhance service quality and outcomes.

Requirements

  • Bachelor’s degree in a related field (Master's degree preferred). Experience in the I/DD field may substitute for a degree.
  • Creativity in service implementation.
  • Knowledge of the system of supports and Waiver services offered through the Developmental Disabilities Administration (DDA).
  • Self-starter with a proven track record of taking initiative.
  • Ability to manage multiple tasks and priorities effectively.
  • Strong organization and time management skills.
  • Ability to work well with diverse populations, build rapport, and demonstrate cultural competence.
  • Effective and strong communication and interpersonal skills.
  • Proficiency in Microsoft Office suite.
  • Minimum of 5 years of experience working with adults with intellectual and developmental disabilities (a relevant degree can substitute for experience).
  • Understanding of and ability to share information regarding activities and resources in Montgomery County and Prince George's County.
  • Strong analytical, problem-solving, and troubleshooting abilities with strong data analysis acumen and focus on accuracy and attention to detail.
  • A valid driver's license, clean driving record, reliable transportation, and willingness to drive company vehicles.

Responsibilities

  • Provide direct supervision and support to a team of Support Coordinators, Employment Support Professionals, and Community Support Professionals.
  • Conduct regular 1:1 supervision meetings with direct reports to review performance, provide feedback, and assist with problem-solving.
  • Coordinate with the Director of Training to ensure staff compliance with internal and State-mandated training requirements.
  • Ensure direct support staff are trained on Person-Centered Plans (PCPs) and participate in PCP development when necessary.
  • Participate in new hire orientation, coordinate shadowing, and field-based training.
  • Evaluate staff performance, conduct annual employee evaluations, and manage probationary period check-ins.
  • Collaborate with the People Operations/HR Department on performance management and hiring processes.
  • Assist with maintaining staff assignment lists and serve as a point of contact for external partners.
  • Coordinate with the Operations Manager regarding technology and equipment maintenance.
  • Approve timesheets, mileage reimbursement, and expenses within required timeframes.
  • Monitor and approve staff overtime.
  • Oversee the accurate completion of daily documentation, activity development, weekly schedule creation, and goal monitoring.
  • Coordinate with internal and external partners to ensure smooth service delivery.
  • Attend internal and external meetings to facilitate professional growth and address service-related issues.
  • Review and approve Bill.com transactions.
  • Participate in cross-functional teams to address organizational needs and promote collaboration.
  • Attend required meetings related to Discovery, Person-Centered Plan development, and service reviews.
  • Ensure funding for individuals receiving services is adequate to maintain access to services.
  • Communicate and coordinate with Employment Specialists and DORS to address employment-related needs.
  • Ensure individuals receive services as outlined in their Person-Centered Plans.
  • Work with the Chief Program Officer to resolve conflicts and barriers to services, reinforcing successes.
  • Collaborate with CSPs and Support Coordinators to ensure timely submission of weekly schedules.
  • Ensure staff coverage for all program activities.
  • Process timesheets.
  • Support Employment Specialists in creating weekly schedules and phasing out on-site support for individuals.
  • Review and submit DORS Reports to the Billing Specialist.
  • Collaborate with CPRO to complete Incident Reports and Agency Investigation Reports, ensuring team awareness of reporting requirements.
  • Notify external team members and law enforcement of incidents when applicable.
  • Submit IR & AIR in PCIS2 & iCM.
  • Conduct site-based emergency drills.
  • Conduct reviews to ensure compliance with documentation requirements.
  • Oversee the development of Person-Centered Plans, tracking their implementation and documentation in iCareManager.
  • Review PCP compliance data and work with teams to address non-compliant plans.
  • Monitor LTSS for pending plan activity and act accordingly.
  • Track state training compliance with PCPs in iCareManager.
  • Monitor and ensure timely resolution of clarification requests.
  • Review PCP Reviews submitted by Support Coordinators.
  • Ensure services are provided in accordance with each person's PCP and that individuals are supported in achieving their goals.
  • Participate in reviewing applications and referrals for new participants.
  • Communicate with referring partners and complete intakes.
  • Attend Transitioning Youth Fairs.
  • Track and record admissions using iCare Manager's Outreach module.
  • Perform other duties as assigned.
