About The Position

The Program Manager oversees day-to-day operations and performance for administrative support services provided at 41 Military Entrance Processing Station locations. This position serves as the contractor's primary operational representative to USAREC, the Contracting Officer, the Contracting Officer's Representative, MEPS stakeholders, and corporate leadership. The Program Manager coordinates staffing coverage, employee performance, access and training requirements, reporting, and corrective actions across a geographically dispersed workforce.

Requirements

  • Minimum of 10 years of progressively responsible experience involving Army operations.
  • Demonstrated knowledge of Military Entrance Processing Station operations and the Army recruiting mission.
  • Experience managing, staffing, supervising, and completing work similar in size, scope, and complexity.
  • Experience managing a geographically dispersed workforce or personnel assigned to multiple simultaneous work locations.
  • Experience managing administrative support, personnel processing, records management, recruiting support, medical processing, or comparable Government services.
  • Experience overseeing staffing, employee performance, vacancies, onboarding, training, reporting, quality control, and corrective actions.
  • Experience communicating with senior military personnel, Government civilians, contracting officials, security personnel, and corporate leadership.
  • Experience preparing formal reports, briefings, staffing plans, quality-control documentation, and contract deliverables.
  • Strong leadership, judgment, organization, communication, customer-service, and problem-solving skills.
  • Ability to manage competing priorities and respond promptly to staffing, performance, security, and operational issues.

Nice To Haves

  • Leadership experience within USAREC, USMEPCOM, MEPS, Army recruiting, or a comparable military personnel-processing program.
  • Experience as a federal contract Program Manager, Deputy Program Manager, Operations Manager, or multisite manager.
  • Experience managing 25 or more personnel across multiple locations.
  • Experience managing a Service Contract Act-covered federal services contract and administering a formal Quality Control Plan.
  • Experience with MIRS, MHS Genesis, Recruiter Zone, ARISS, Guidance Counselor Redesign, or related Army recruiting systems.
  • Bachelor's degree in business administration, management, public administration, human resources, organizational leadership, or a related field. Substantial Army, MEPS, recruiting, federal contract-management, or operational leadership experience may be considered in place of a degree.

Responsibilities

  • Direct daily program operations and serve as the contractor's authorized representative for operational matters.
  • Oversee staffing and workforce continuity across all 41 MEPS locations, including onboarding coordination, absence coverage, vacancy reporting, and temporary or permanent replacement actions.
  • Ensure continuous service coverage and monitor employee attendance, performance, productivity, conduct, training, suitability, and system-access status.
  • Develop, maintain, and administer the Quality Control Plan, including procedures to identify, correct, and prevent recurring performance deficiencies.
  • Monitor compliance with applicant-processing timelines, documentation standards, security requirements, staffing obligations, and contract deliverables.
  • Review performance data, identify operational or staffing risks, and implement corrective actions.
  • Track and coordinate employee background screening, installation access, Common Access Card processing, Government system access, and mandatory training.
  • Maintain routine communication with Government and corporate leadership regarding staffing, vacancies, performance, risks, and corrective actions.
  • Prepare staffing reports, vacancy notifications, monthly activity reports, quality-control records, corrective-action responses, and other required program documentation.
  • Attend conferences, program reviews, progress meetings, briefings, and other Government-directed meetings.
  • Support contract activities, employee emergency-notification procedures, and workforce-continuity requirements.
  • Ensure Government property, equipment, identification cards, keys, records, and information are controlled and safeguarded.
  • Resolve staffing, performance, customer-service, security, and operational issues and promote professionalism, accountability, and continuity across the workforce.
  • Must be available during normal contract operating hours and be a United States citizen.
