About The Position

The Senior Program Manager serves as the overall Contract Leader for the Enterprise Logistics Management System (ELMS) program supporting United States Special Operations Command (USSOCOM) Headquarters at MacDill Air Force Base, Florida. The Program Manager has full responsibility for contract performance, workforce management, customer engagement, quality assurance, program execution, and strategic oversight of a cleared logistics workforce. This position serves as the primary interface between the Contractor and Government leadership, ensuring successful execution of logistics operations, inventory accountability, systems management, workforce transition activities, and continuous process improvement initiatives in support of USSOCOM mission requirements. This role requires a seasoned leader capable of managing a complex logistics support workforce while maintaining exceptional customer satisfaction and mission success for USSOCOM Headquarters.

Requirements

  • Master's degree in Business Administration, Management, Logistics, Information Systems, or a related business field; OR Bachelor's degree in a related field and at least fifteen (15) years of qualifying professional experience.
  • Comprehensive knowledge of administrative management principles, office operations, and records management practices.
  • Ability to supervise personnel, prioritize workloads, and manage multiple projects simultaneously.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to develop administrative processes that improve efficiency and mission performance.
  • Excellent written and verbal communication skills.
  • Ability to prepare executive-level reports, presentations, and official correspondence.
  • Ability to work independently and interact effectively with personnel at all organizational levels.
  • Strong attention to detail, accuracy, and customer service.
  • Minimum fifteen (15) years of experience supporting the Department of Defense, another federal agency, or a comparable organization in one or more of the following areas: Program Management Financial Management Information Technology Materiel Management Logistics Operations
  • Minimum five (5) years of program or project management experience.
  • Demonstrated experience managing personnel, budgets, schedules, quality assurance programs, risk management activities, subcontractors, and customer relationships.
  • Experience overseeing large, geographically dispersed, or headquarters-level contract operations.
  • Must possess one of the following: Project Management Professional (PMP) Certification; OR DAWIA Level III Program Management Certification; OR Ten (10) years of Department of Defense program/project management experience supporting contract operations.
  • Additionally required: DAU Life Cycle Logistics Level I Certification (or equivalent current certification).
  • Active Secret Security Clearance
  • Advanced proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, and Teams).
  • Strong written and verbal communication skills.
  • Experience preparing executive-level briefings, reports, and program documentation.

Responsibilities

  • Provide overall leadership, direction, and management for all contract personnel and subcontractors.
  • Serve as the primary point of contact to USSOCOM leadership and Contracting Officer Representatives (CORs).
  • Manage contract performance in accordance with all contractual requirements, performance standards, and program objectives.
  • Oversee staffing, recruiting, onboarding, workforce development, retention, and succession planning activities.
  • Direct program scheduling, resource allocation, budget management, and risk mitigation efforts.
  • Implement and maintain quality control processes to ensure compliance with contract requirements.
  • Monitor program performance metrics and prepare required reports, briefings, and executive-level communications.
  • Lead program execution related to ELMS, logistics management systems, accountable property management, and inventory accountability.
  • Coordinate and manage contract transitions, system migrations, and organizational change management initiatives.
  • Ensure compliance with security requirements, government policies, and applicable Department of Defense regulations.
  • Foster strong customer relationships and proactively identify opportunities for process improvements and operational efficiencies.
