This position is contingent upon contract award. GTSC Talent Solutions (GTSC -TS) is supporting a vetted federal contractor client identify talent for an upcoming opportunity. Seeking a Program Manager for its STI/R2O Team. Location : Metro Washington DC area. Security Clearance : None required. Must be US work eligible and able to successfully pass a U.S. Public Trust background investigation. Anticipated Start : First quarter of 2026. YOUR MISSION The Program Manager will support the STI/R2O Team, focusing on accelerating research -to -operations transition for programs including the William M. Lapenta Internship Program, National SOO/DOH Program, and broader R2O initiatives. This mid -level role involves administrative coordination, milestone tracking, meeting facilitation, budget support, and documentation to ensure seamless project execution and stakeholder engagement across NOAA line offices.

  • Provide general coordination support to the William M. Lapenta Internship Program, including facilitating student intern clearance for NOAA facilities, badging, HPC/IT access; coordinating activities, meetings, and presentations; maintaining the program VLab website and Smartsheet; assisting with application reviews; and handling administrative duties.
  • Develop, maintain, and manage documentation and schedules to track and report AOP and R&D milestones, deliverables, and metrics.
  • Support the National SOO/DOH Program through facilitation and preparation of quarterly meetings, project tracking, and field engagement.
  • Coordinate preparation of quad charts (e.g., for QPRs) and other briefing materials to communicate program status to NOAA and NWS management.
  • Coordinate, schedule, and facilitate regular and annual meetings (e.g., AOP, Transition Review Meetings), and generate meeting minutes.
  • Provide budgetary support in developing funding memos, planning spend plans, and tracking execution.
  • Assist in outreach, proposal reviews, and tracking of R2O projects and transition plans.
  • M.S. degree from an accredited college or university in environmental science, business administration, social science, project management, or related field.
  • At least 8 -10 years of work experience in mid -level scientific, technical, and programmatic services.
  • Background and knowledge in research and/or systems engineering initiatives related to weather forecasting, numerical weather modeling, or similar.
  • Experience with development of documentation, budgets, and programmatic assessments within government or military environments.
  • Expertise in Smartsheet, Google Workspace, and Microsoft Office.
  • 15+ years of experience, particularly in internship programs, R2O transitions, or field office coordination.
  • Experience in student mentoring, seminar scheduling, or virtual platform management (e.g., VLab).
  • Knowledge of NOAA's earth system prediction systems or interaction with external customers.
  • Skills in qualitative/quantitative analysis or social science research methods for service delivery evaluation.
