About The Position

The Program Manager will serve as the primary point of contact for the Government Contracting Officer’s Representative (COR) and Program Manager on all contract performance matters. This role provides overall program leadership, including integrated management of cost, schedule, quality, risk, and deliverables across Program Management and User Recruiting & Coordination tasks. The Program Manager will oversee seamless transition and mobilization using all provided transition artifacts to ensure continuity of recruiting operations. This position requires managing monthly status reporting, Materials/ODC reporting, Staff Roster updates, and all other contract deliverables. The role involves monitoring performance metrics (no-shows, eligibility accuracy, show-up rates, etc.) on a quarterly basis and implementing corrective actions as needed. Ensuring full compliance with all security, privacy, and data governance requirements is critical. The Program Manager will also facilitate kickoff meetings, client satisfaction activities, and surge staffing when required.

Requirements

  • Bachelor’s degree (Master’s preferred) in Business, Public Administration, or related field.
  • Minimum 8 years of federal contract program management experience.
  • Minimum 4 years managing user research or participant recruitment contracts.
  • Demonstrated experience handling Federal Tax Information (FTI) and Personally Identifiable Information (PII).
  • Active or ability to obtain minimum background investigation.

Nice To Haves

  • PMP certification or equivalent preferred.
