About The Position

The Program Manager owns the portfolio of Cybersecurity Services provided to the State of Texas and is the single point of accountability for delivery performance. Apollo is responsible for a continuously replenishing portfolio of assessments, advisory and incident engagements, and managed service onboardings, each with its own customer, schedule and acceptance criteria, governed by one set of contractual obligations and a single prime relationship. This is a customer-facing, hands-on program leadership role. Success is measured by engagements landing on time, deliverables accepted on first submission, clean financials, and a prime contractor who never has to ask Apollo where something stands.

Requirements

  • Demonstrated delivery experience in cybersecurity, IT managed services, or technology consulting (assessments, security operations, incident response, or compliance).
  • Experience delivering under a government contract (state, local, education, or federal), including deliverable acceptance, contractual reporting, and audit expectations.
  • Direct ownership of a program budget including forecasting, spend tracking, invoicing, and margin reporting.
  • Proven ability to manage a prime contractor or channel partner relationship from the subcontractor side, including flow-down obligations and joint governance.
  • Fluency with a Professional Services Automation platform (Cloud Coach, Kantata, OpenAir, Certinia, or comparable) and with Microsoft 365, SharePoint, Teams, and Excel.
  • Exceptional written communication and strong facilitation.
  • Rigorous organizational discipline with attention to detail and follow-through
  • Able to pass a fingerprint-based background investigation, meet CJIS personnel security requirements, and maintain that eligibility throughout employment.

Nice To Haves

  • PMP or PMI-ACP Certification
  • Direct experience with Texas DIR contract vehicles and the Texas public sector customer base.
  • Familiarity with the Texas Cybersecurity Framework, Texas Administrative Code §202, TX-RAMP, NIST CSF, NIST SP 800-53, and the CIS Controls.
  • Working knowledge of the CJIS Security Policy beyond personnel vetting requirements.
  • Experience with services revenue recognition across time-and-materials, fixed-fee, and milestone-based structures.
  • Prior experience managing a subcontract under a large systems integrator such as SAIC, Leidos, Accenture, or Deloitte.
  • Based in Austin or Central Texas.

Responsibilities

  • Own the full delivery lifecycle for the portfolio of concurrent engagements under the DIR MSS contract
  • Maintain program- and project-level plans, milestone schedules, and RAID logs
  • Run the full delivery cadence including managing the full-service request and task order lifecycle (intake, scoping, estimate, execution, delivery, acceptance, closeout)
  • Serve as the primary liaison between Apollo leadership, business units, SAIC, DIR, customer stakeholders, and Apollo's project manager, assessment and engineering teams
  • Set the communication and escalation cadence for each engagement
  • Own the program budget , with support from Project Managers, across all projects, including the revenue/cost forecast, staffing and vendor costs, and margin and utilization reporting by engagement and total program
  • Identify cross-project risks and issues threatening program-level objectives
  • Manage Apollo’s CJIS program including ensuring all members are cleared through the background investigation process, providing recurring reporting as necessary
  • Contribute to PMO process and tooling improvement, and support capture/proposal activity with delivery estimates and past performance data from the program.
  • Develop update reports to key stakeholders internally and externally to ensure no gaps in prime or Apollo understanding of program and project statuses
