About The Position

The Program Manager is responsible for the overall leadership, management, administration, and successful execution of all contract requirements in support of federal and Department of Defense (DoD) customers. This individual serves as the primary interface between the Government and contractor personnel, ensuring all Performance Work Statement (PWS) requirements are met while maintaining high standards of quality, compliance, and mission effectiveness. The Program Manager will oversee operational performance, contractual obligations, staffing, risk management, and customer engagement while providing strategic direction for program success.

Requirements

  • Minimum of 15 years of experience managing federal government contracts.
  • Minimum of 5 years of Department of Defense (DoD) experience managing and overseeing the performance of all PWS tasks.
  • Minimum of 5 years of experience leading administrative and operational functions for programs of similar size, scope, and complexity.
  • Bachelor's degree (Bachelor of Arts or Bachelor of Science) in any discipline from an accredited institution
  • Experience managing large-scale, multi-functional federal or DoD programs.
  • Demonstrated success leading geographically dispersed teams.
  • Experience with performance metrics, continuous process improvement, and risk management.
  • Strong knowledge of federal acquisition regulations, contract management, and DoD operating environments.
  • Proven ability to build relationships with senior Government leaders and stakeholders.
  • Exceptional leadership and organizational skills.
  • Strong verbal and written communication abilities.
  • Ability to manage complex programs and multiple priorities simultaneously.
  • Demonstrated strategic planning and problem-solving capabilities.
  • Experience developing executive-level reports, briefings, and recommendations.
  • Ability to operate effectively in fast-paced and highly regulated environments.
  • Strong understanding of federal and DoD contracting processes.
  • Must possess a current, final, and fully adjudicated Top Secret security clearance.

Responsibilities

  • Provide overall program leadership, direction, and management for federal government contracts.
  • Serve as the primary point of contact with Government stakeholders regarding contract performance, deliverables, and operational activities.
  • Manage and oversee execution of all Performance Work Statement (PWS) requirements.
  • Lead administrative and operational activities, ensuring contract objectives, milestones, and performance standards are met.
  • Develop and implement program management plans, processes, and reporting mechanisms.
  • Monitor contract performance, identify risks, develop mitigation strategies, and ensure timely resolution of issues.
  • Direct cross-functional teams and subcontractors to achieve program goals and maintain mission readiness.
  • Prepare and deliver written reports, executive briefings, and presentations to senior Government leadership.
  • Brief General Schedule (GS)-15 personnel, members of the Senior Executive Service (SES), and political appointees on program status, risks, accomplishments, and strategic initiatives.
  • Ensure compliance with applicable federal regulations, DoD policies, security requirements, and contractual obligations.
  • Support business operations including staffing, budgeting, scheduling, quality assurance, and resource management.
  • Foster strong customer relationships and maintain effective communication with Government leadership and stakeholders.
