About The Position

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Requirements

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Coordinates legislative activities by tracking bills, amendments, and legislative actions; preparing fiscal and programmatic materials; and ensuring compliance with legislative deadlines.
  • Serves as the primary policy advisor by developing, implementing, and maintaining agency policies, regulations, and procedures that align with departmental goals and state requirements.
  • Researches, analyzes, and evaluates legislation, policies, and regulatory issues to provide recommendations and support informed executive decision-making.
  • Develops policy briefs, reports, testimony, talking points, fact sheets, and other materials for executive leadership, legislators, government officials, and stakeholders.
  • Collaborates with LDH leadership, government agencies, and community partners to coordinate legislative, regulatory, and policy initiatives that impact agency programs and services.
  • Oversees legislative and policy tracking systems, monitors implementation of enacted legislation, and ensures timely completion of required reports, studies, and compliance activities.
  • Supports emergency preparedness efforts by participating in emergency response activities, maintaining required training, and performing assigned emergency preparedness responsibilities.
