About The Position

The Program Manager will work with the Deputy Director of Advanced Capital Planning to support the Sponsor agencies in planning their capital needs and address Citywide strategic goals for public buildings, including, but not limited to: Building Conditions, Accessibility, Coastal and stormwater resiliency, and Energy use reduction and decarbonization. Duties include liaising and coordinating between technical teams, program teams, and sponsor agencies to assist with early capital strategic planning and supporting them on informative decision making. Coordinate and develop an understanding of each agency’s programming, long term goals, and capital needs for their portfolio, and citywide initiatives for sustainability and resiliency as a result of technical analysis provided, and coordinate with program unit staff to advise them in the preparation of future funding requests. Perform post-occupancy Evaluations (POEs) and surveys, which solicit feedback and lessons learned from end users of recently completed projects. POEs also include analysis on building operations, maintenance, energy and water use, user satisfaction, and many additional factors that will inform future project needs.

Requirements

• Permanent in the Administrative Project Manager title or reachable on the agency’s Promotional List (Exam #5565), or the Open-Competitive List (Exam #5164).
• A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
• OR A four year high school diploma or its educational equivalent and nine years of experience as described above, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
• OR Education and/or experience equivalent to the above.
• All candidates must have the two years of the administrative, managerial, executive or supervisory experience.
• Currently authorized to work full-time in the United States (U.S.).
• Must present original documents proving citizenship or the legal right to work in the U.S.

Nice To Haves

• An accredited Master's degree in engineering, architecture, landscape architecture, business administration, or public administration, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience.
