About The Position

HealthRIGHT 360, a nonprofit organization and a family of programs, is committed to providing accessible and comprehensive healthcare services to vulnerable populations. Our mission is to tackle systemic barriers to healthcare and promote health equity for all. We offer a wide range of services, including mental health care, residential and outpatient substance use treatment, and primary health services. Additionally, we provide transitional support for individuals re-entering the community after involvement in the criminal justice system. By integrating physical and behavioral health, we empower individuals to overcome challenges by addressing social determinants of health, fostering resilience, and facilitating recovery. Prototypes Correctional Health Services-Substance Use Disorders (CHS-SUD) Substance Treatment and Reentry Transition (START), a program of HealthRIGHT 360, provides direct in-custody SUD counseling, group therapy, and case management services to up to 150 women located at the Century Regional Detention Center (Lynwood County Jail). START services are evidence-based and culturally appropriate that utilize cognitive behavioral therapies and motivational interviewing approaches to treat addiction. The Program Manager advances HealthRIGHT 360’s mission by leading the delivery of equitable, trauma-informed substance use treatment services within a correctional setting. This role ensures high-quality, culturally responsive care that supports recovery, reduces barriers to reentry, and promotes successful outcomes for individuals impacted by the criminal justice system, while maintaining strong operational oversight and compliance. This position requires occasional travel for trainings, meetings, compliance activities, partner coordination, and organizational or county-related obligations. Travel may include visits to program sites, correctional facilities, or administrative offices as needed to support program operations and ensure continuity of care. Reliable transportation is required.

Requirements

High school diploma or equivalent.
Registration as an Alcohol and Other Drug (AOD) Counselor through an organization recognized by DHCS (e.g., CCAPP, CAADE, or CADTP).
Valid First Aid and CPR certification or ability to obtain within the specified timeframe.
Minimum of two (2) years of supervisory or lead experience in a behavioral health, substance use disorder (SUD), or related service delivery setting.
Minimum of five (5) years of direct service experience in substance use disorder treatment, behavioral health, recovery services, or a closely related community-based setting.
Minimum of three (3) years of experience working with justice-involved populations, including experience in correctional facilities, probation, parole, reentry programs, or other criminal justice settings.
Experience in quality assurance/quality improvement (QA/QI), contract compliance, utilization review, and program performance monitoring, including data collection and reporting in accordance with county and/or funding source requirements.
Experience using Electronic Health Records (EHR) systems for documentation, reporting, and service tracking in compliance with regulatory and contractual standards.

Responsibilities

Provide strategic oversight of program operations, ensuring safety, security, compliance, and accountability across all service areas.
Serve as an on-call leader for after-hours and weekend emergencies, delivering timely crisis management and decision-making.
Ensure all program activities and deliverables meet established quality standards and comply with applicable regulations, contracts, and organizational policies.
Implement and lead continuous quality improvement efforts, including regular audits of client records and staff performance.
Facilitate structured team meetings to communicate updates, address operational challenges, and reinforce policy adherence.
Identify operational risks and barriers to program success; develop and execute proactive mitigation strategies.
Translate organizational strategic priorities into actionable program-level plans and measurable outcomes.
Manage and allocate resources—including staffing, budgets, and materials—to ensure efficient and fiscally responsible program delivery.
Develop, implement, and maintain systems, policies, and procedures that support service delivery, care coordination, and compliance with county contracts, treatment requirements, and scope of work.
Ensure alignment of program operations with HealthRIGHT 360’s mission, strategic goals, and performance expectations.
Provide oversight of clinical services and interdisciplinary coordination to ensure compliance with licensing, regulatory, and contractual requirements.
Monitor client engagement, retention, and successful program completion; implement strategies to improve outcomes.
Ensure all clients receive comprehensive services as defined by program contracts and individualized treatment plans.
Advocate for and uphold client rights in accordance with legal standards and organizational values.
Oversee accurate and compliant documentation practices, including management of Electronic Health Records (EHR) systems.
Analyze program data and reports to monitor performance indicators (e.g., retention, productivity, utilization), and implement corrective actions as needed.
Lead, supervise, and develop a multidisciplinary team, fostering accountability, high performance, and ongoing professional growth.
Oversee full employee lifecycle processes, including recruitment, onboarding, training, performance evaluation, corrective action, and separation, in partnership with Human Resources.
Evaluate staffing needs and implement targeted workforce development initiatives to enhance service quality and staff competency.
Cultivate a collaborative, trauma-informed, and equity-centered workplace culture aligned with organizational values.
Ensure appropriate staffing coverage, manage schedules, and address personnel issues promptly and effectively.
Facilitate regular supervision and team meetings to reinforce expectations, monitor performance, and support staff engagement.
Maintain compliance with all applicable licensing, certification, and regulatory requirements.
Build and sustain strong relationships with internal and external stakeholders, including clients, funders, and community partners; provide regular updates and respond to feedback.
Participate in supervision, leadership meetings, and organizational initiatives as assigned.
Complete all required trainings and maintain up-to-date knowledge of industry standards and best practices.
Maintain timely, professional communication, including consistent email and documentation practices.
