About The Position

FWI is building a team to support the US Census Bureau's 2030 Decennial Census lifecycle by establishing, maintaining, and managing an Integrated Master Schedule across 100+ projects spanning multiple years. As a Program Manager, you will lead all contractor activities for this effort — overseeing project execution, staffing, quality control, risk management, and stakeholder coordination to ensure seamless schedule support delivery. Requirements

  • Project Management Professional (PMP) Certification – REQUIRED
  • PMI-SP Scheduling Professional Certification – REQUIRED
  • Demonstrated experience in program management of complex Federal Government projects
  • Experience leading development and integration of 100 or more project schedules covering a lifecycle of 3+ years
  • Demonstrated experience managing Waterfall and Agile IT projects, including SDLC and phase gates for integrated systems releases
  • Demonstrated experience using Primavera scheduling tools
  • Experience managing projects with diverse senior-level stakeholders
  • Demonstrated experience managing program teams of at least 20 personnel
  • Excellent written and oral communication skills

Responsibilities

  • Lead and manage all contract activities, ensuring deliverables are completed on time, within scope, and to the highest quality standards
  • Serve as the primary point of contact between the contractor team and the US Census Bureau
  • Build and maintain a high-performing, stable team — managing staffing, scheduling, and coverage across all task areas
  • Drive quality control, risk management, and scope management across the program
  • Facilitate weekly status meetings with Government stakeholders and deliver clear, accurate reporting on contract performance
  • Oversee monthly cost and progress reporting, keeping leadership informed of financial performance and forecasts
  • Lead a smooth transition-in from the incumbent contractor with no disruption to Census Bureau operations
  • Ensure all team members meet USCB security and suitability requirements prior to onboarding
  • Respond to requests from USCB leadership and oversight agencies such as GAO, OIG, and Congressional Committees
  • Manage program closeout and transition-out activities, ensuring complete knowledge transfer to the incoming contractor
