About The Position

CARE Canada is seeking two Program Managers to support its bold Strategic Plan, From Caring Comes Courage (2021 – 2027), which focuses on unlocking women’s leadership for a gender-just future. The Global Programs Team develops and manages programs in development and humanitarian assistance, addressing poverty and gender inequality with a strong emphasis on women's leadership for safety, health, and dignified livelihoods. The Program Manager, reporting to a Head of Program Management, will oversee development, resilience, and/or humanitarian projects, ensuring accountability for project success in alignment with CARE Canada's values and decolonization principles. This role involves managing relationships with funders, ensuring donor compliance, leading internal project teams, and collaborating with finance and program quality colleagues. The Program Manager will also drive program spend forecasting, oversee expense allocations, and ensure alignment with donor requirements. Additionally, the role may involve business development through proposal writing and supporting Canadian funding solicitations, as well as capturing and disseminating project learning. Collaboration with other Program Managers is key to ensuring consistent approaches across program management and proposal development. The role also contributes to developing tools and resources to enhance programmatic approaches.

Requirements

  • Related studies in international development or a related field or equivalent combination of education and work experience.
  • Experience working at multiple stages/phases of the project cycle, including one or many of the following: design, delivery, reporting, evaluation; additional sectoral technical assistance experience would be an asset.
  • Significant experience in implementing development, resilience and/or humanitarian programs, including a portion of this experience gained in the Global South.
  • Excellent written communication skills and the ability to convey complex programming and contexts to a range of audiences.
  • Expertise in one or more of the following programming areas: gender equality, crisis response, food and water, economic justice, health, and climate justice.
  • Significant experience and commitment to promoting gender equality and implementing gender transformative programs.
  • Experience in applying rights-based and gender transformative approaches to programming.
  • Demonstrated ability to build and maintain positive working partnerships with stakeholders, in particular Country Offices, partners, local organizations, donors, and government officials.
  • Demonstrated knowledge, expertise, and passion for international development, resilience and/ or humanitarian work with a focus on quality programs; in particular, an understanding of current trends, opportunities and challenges facing this sector.
  • Experience and willingness to travel to and work in complex and/or insecure environments.
  • Ability and experience working collaboratively in a matrix management structure.
  • Exceptional skills in coordination, time management, facilitation, and organization.
  • Excellent written and spoken English communication skills are essential.
  • Must have the right to work in Canada.

Nice To Haves

  • Multilingual candidates are strongly preferred. An ability to work effectively in two of CARE’s working languages is highly desired, including English, French, Spanish, Arabic.
  • Previous experience managing complex Global Affairs Canada funding, including familiarity with Contribution or Grant Agreement requirements, negotiations, and implementation. Experience of working with other donors is an advantage.
  • Demonstrated success working in large and medium sized global organizations.

Responsibilities

  • Oversee development, resilience and/or humanitarian projects, and be accountable for project success.
  • Lead CARE Canada’s project-specific relationship with their funders (ex. GAC desk officers, among others) and work closely with Country Office colleagues to ensure donor compliance.
  • Effectively oversee an internal project team, with finance & program quality colleagues across the Global Program Department, to ensure they fulfill their responsibilities across the Program Management cycle.
  • Accountable for donor compliance and reporting at all levels, playing an enabling role that supports Country Offices to fulfill these contractual responsibilities to our donors.
  • Collaborate closely with the Manager, Grants Finance & Compliance to ensure that their projects effectively run, and resources are used according to plans.
  • Drive program spend forecasting analysis, oversee program expense allocations, and ensure alignment to donor requirements.
  • Engage in business development opportunities by writing proposals and supporting Country Offices to solicit Canadian funding opportunities.
  • Capture project learning and best practice, ensuring it is disseminated across the team and CARE International to continue to enhance CARE’s work.
  • Lead and contribute to tools and resources for the whole team and help our programmatic approaches grow, learn and evolve.
  • Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.
  • Create an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
  • Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.
