About The Position

We are looking for a highly skilled and experienced Program Manager to join our team supporting the Congressional Budget Office (CBO) under the SENTRY Blanket Purchase Agreement (BPA). As the Program Manager, you will serve as the single point of contact for overall contract administration and coordination across all task orders. You will act as the primary liaison between CBO leadership, the Contracting Officer's Representative (COR), and the contractor team, ensuring seamless execution across multiple Subject Matter Areas (SMAs). You will be responsible for managing reporting, risk, budget, and schedule across all projects, translating business requirements into effective technical solutions, and ensuring quality standards are met.

Requirements

  • U.S. Citizenship or Permanent Residence Status is required.
  • Must be eligible to obtain and maintain a Public Trust Tier 2 clearance (background check conducted through U.S. Capitol Police).
  • Minimum of 5 years of program management experience, preferably with major federal IT programs.
  • Strong verbal and written communications skills to facilitate clear and concise delivery statuses on multiple, concurrent activities.
  • Working understanding of Information Technology (IT) and Cybersecurity capabilities.
  • Experience with project management tools, defining requirements, and preparing task proposals (budget and schedule development).
  • Demonstrated attention to detail and ability to assess project deliverables to ensure they meet CBO requirements.

Nice To Haves

  • PMP certification.
  • Bachelor's degree in an IT-related field.
  • 10+ years of experience in program/project management.
  • Experience developing policies, procedures, and work instructions.
  • Expertise in execution and oversight of major federal IT programs.

Responsibilities

  • Oversee all contract activities and task orders across multiple Subject Matter Areas (SMAs), ensuring alignment with CBO's mission and security requirements.
  • Serve as the primary liaison between CBO leadership, the Contracting Officer's Representative (COR), and the contractor team, managing expectations and facilitating clear, concise delivery statuses on multiple, concurrent activities.
  • Collaborate with stakeholders to define needs and objectives; translate business requirements into effective technical solutions and implementation plans.
  • Assign tasks to contractor personnel, forecast labor burn rate, and manage budget and schedule development.
  • Identify, assess, and mitigate potential technical and project-related risks; implement mitigation strategies.
  • Oversee daily progress, manage the schedule, and ensure quality standards are met across all deliverables.
