About The Position

cFocus Software is seeking a Program Manager to join our program supporting the United States Air Force. This position is onsite in Ellsworth, South Dakota, and requires a TS/SCI SSBI clearance. The role involves leading engineering program planning and execution, managing complex multi-disciplinary engineering and cybersecurity programs in a mission-critical environment. Responsibilities include developing and maintaining integrated master schedules, identifying and mitigating risks, coordinating engineering change management, and serving as a primary integration interface with various government stakeholders. The Program Manager will also develop, monitor, and report performance metrics, oversee resource planning and personnel management, and ensure compliance with all security requirements.

Requirements

  • Active TS/SCI SSBI clearance
  • B.S. Computer Science, Information Technology, or a related field
  • 10+ years of Program/Project Management experience
  • Demonstrated ability to manage a complex, multi-disciplinary engineering and cybersecurity program in a mission-critical environment.
  • Demonstrated experience with program planning and execution, IMS management, risk management, resource planning, workload balancing, performance measurement, and executive reporting.
  • Experience integrating cybersecurity, systems engineering, infrastructure, database, application sustainment, configuration management, testing, and operational support workstreams.
  • Working knowledge of DoD and Air Force cybersecurity and system-lifecycle environments, including RMF, A&A, vulnerability remediation, continuous monitoring, and authorization decision support.
  • Experience managing technical reviews, engineering changes, technical baselines, version-controlled documentation, and post-deployment validation.
  • Ability to translate PWS and QASP requirements into actionable work plans, metrics, quality controls, deliverables, and corrective actions.
  • Strong stakeholder-management and communication skills suitable for interaction with senior Government leadership, authorizing officials, program offices, system owners, engineers, security personnel, and vendors.
  • Ability to work primarily at Ellsworth AFB during the PWS duty-hour window and support rare work at Wright-Patterson AFB or a contractor facility, as required.
  • Ability to obtain and maintain the required NACI/Entrance NACI, CAC, installation credentials, and any other investigation or access determination required for assigned duties. If the position is assigned root access, the individual must satisfy the PWS SSBI-based favorable trustworthiness requirement.
  • Ability to comply with the DD Form 254 when issued and with applicable Air Force Instructions, system security instructions, memoranda, and local installation security directives.
  • PMP, PgMP, PMI-ACP, Certified ScrumMaster, or comparable program/project management credential.
  • Experience supporting U.S. Air Force, DoD financial-management, or other high-availability mission systems.

Responsibilities

  • Lead engineering program planning and execution across the full scope of work, establishing priorities, milestones, dependencies, and measurable outcomes.
  • Develop, maintain, and control the integrated master schedule (IMS); identify cross-task dependencies, forecast impacts, and drive timely resolution of schedule variances.
  • Identify program, technical, cybersecurity, schedule, resource, and operational risks; develop mitigation plans and track risks throughout the lifecycle.
  • Plan and facilitate systems engineering technical reviews, including configuration reviews, readiness reviews, and other technical validation gates.
  • Coordinate engineering change management and ensure configuration baseline integrity, disciplined change control, and validation following system modifications.
  • Serve as the primary integration interface with SAF/FM, AFFSO, AFIMSC, Financial Management Authorizing Official stakeholders, system owners, program offices, and other Government representatives.
  • Develop, monitor, and report performance metrics aligned with QASP objectives, including system availability, authorization status, vulnerability remediation, directive implementation, corrective-action timelines, and data integrity.
  • Lead resource planning, workload balancing, personnel management, and team coordination; ensure the Government receives fully trained personnel and adequate coverage.
  • Establish and enforce technical documentation governance, version control, quality control, deliverable review, and records traceability.
  • Coordinate engineering activities across infrastructure, database, cybersecurity, development/test, CyberArk, and sustainment domains to prevent gaps and conflicting changes.
  • Provide concise status briefings, risk-informed recommendations, staffing packages, and decision support to Government leadership and relevant governance forums.
  • Oversee hardware/software procurement, renewal, and refresh activities, ensuring timely delivery and compliance with applicable statutes, the FAR, agency policy, and Government restrictions.
  • Coordinate vendor performance for the Ellsworth AFB commercial test/development internet service and ensure applicable uptime, bandwidth, response-time, static-IP, and DoD STIG requirements are managed.
  • Support COOP, disaster recovery, emergency corrective actions, and escalation management to protect mission-essential financial management capabilities.
  • Ensure personnel comply with installation, information-system, badge, investigation, clearance, cybersecurity workforce, and other security requirements applicable to their assigned duties.
