About The Position

We're seeking a Program Manager to lead delivery of a Department of Defense health program supporting wounded, ill, and injured service members and their caregivers. You'll hold full authority to act for the company on all contract matters and serve as the single point of accountability to the government customer, leading a team of approximately 25 professionals across three delivery cells covering policy, analytics, and program operations. This is an execution-heavy program. Twenty-one recurring deliverables run against fixed, calendar-locked due dates, several with statutory-style annual deadlines, layered on top of weekly, monthly, and quarterly reporting obligations. This position is contingent upon contract award and is designated Key Personnel. Key Personnel are named in the proposal and are subject to a twelve-month replacement restriction following award — we're identifying and vetting candidates now so the team is ready at the start of performance.

Requirements

  • Bachelor's degree in any field
  • Active Project Management Professional (PMP) certification
  • Ten or more years of experience overseeing and managing large programs
  • Five or more years of experience overseeing and managing staff and personnel
  • Demonstrated experience with federal contract administration, including deliverable and data requirements management, schedule and acceptance, funding or invoicing coordination, and interface with a Contracting Officer or Contracting Officer's Representative
  • Experience with and knowledge of Department of Defense policies and procedures, including records management and quality assurance
  • Demonstrated ability to manage concurrent recurring deliverables against fixed suspenses without slippage
  • Excellent written and verbal communication, including briefing senior government leadership
  • U.S. citizenship and the ability to obtain a favorably adjudicated Tier 1 background investigation and a Common Access Card

Nice To Haves

  • Program management supporting the Defense Health Agency, the Military Health System, or a military department headquarters
  • Experience with the Department of Defense disability evaluation program, medical or physical evaluation boards, or caregiver compensation programs
  • Experience managing a team of twenty or more on a single federal task order
  • Experience leading contract transition-in and transition-out
  • Experience developing and executing a quality control plan on a federal services contract
  • Experience supporting Inspector General or Government Accountability Office engagements
  • Experience managing subcontractor performance on a prime contract
  • Lean Six Sigma certification in addition to the PMP
  • Advanced degree in public administration, business administration, or health administration

Responsibilities

  • Own the contract — serve as the single point of authority for all contract matters and the only individual who releases a deliverable to the government customer
  • Lead the team — direct three senior cell leads and a team of approximately 25 professionals, and hold the designated alternate to the same standard so authority transfers without a gap
  • Run the battle rhythm — hold a daily stand-up on near-term suspenses, a weekly close-out producing recurring reports, a monthly quality board with the customer, and a quarterly program review
  • Own the suspense register — maintain a single register of every tasker, data call, inquiry, and recurring requirement, with internal due dates ahead of the customer's and a named owner and trained backup on every recurring product
  • Own the quality control program — develop, maintain, and execute the quality control plan, chair the quality board, and drive corrective and preventive action to verified closure
  • Manage the customer relationship — serve as the primary interface to the Contracting Officer and Contracting Officer's Representative, brief performance candidly, and escalate issues with a recommendation rather than a complaint
  • Administer the contract — manage deliverable schedules and acceptance, funding and invoicing coordination, modification and option support, subcontractor performance, and personnel actions requiring customer approval
  • Lead transitions — run a 30-day transition-in that puts vetted, trained, badge-ready staff against every task before day one, and maintain the transition-out package from the first month rather than assembling it at the end
  • Report on staffing — deliver recurring staffing status and weekly action reporting, manage vetting throughput and onboarding, and keep the team at full strength across a five-year period of performance
