About The Position

AttainX is seeking a Program Manager to serve as the single point of accountability for the DISCOVER II task order supporting TSA's Security Technology Integrated Program (STIP). The Program Manager will lead multidisciplinary teams delivering Enhancement Services, Operations and Maintenance (O&M), Mission Support Services, Program and Risk Management, and Transition Services Tasks. This role represents the program to the Contracting Officer's Representative (COR), TSA IT stakeholders, and STIP Program Management Office (PMO), and has authority within AttainX policies and delegated approval limits to align resources and resolve program issues.

Requirements

  • Bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Program Management, or a related field; an equivalent combination of directly related education and experience may be considered where permitted by the contract.
  • At least 10 years of progressively responsible experience managing complex IT programs, including scope, schedule, cost, risk, quality, staffing, and customer performance.
  • Experience leading large, multidisciplinary teams supporting mission-critical systems, including software enhancement, O&M, engineering, testing, Tier 3 support, cybersecurity coordination, or service delivery.
  • Demonstrated federal program or task-order leadership and experience interfacing with senior Government, contracting, program, and technical stakeholders.
  • Experience managing Agile delivery within a federal Systems Engineering Life Cycle (SELC) or comparable governance framework.
  • Experience managing program plans, budgets, forecasts, staffing, subcontractors, risks, performance metrics, service levels, and client-ready deliverables.
  • Excellent leadership, judgment, problem-solving, presentation, and written and verbal communication skills.
  • Ability to satisfy all TSA/DHS suitability, security, credentialing, access, schedule, and mission-support requirements.

Nice To Haves

  • Current or recent experience supporting TSA STIP, TSA IT, or a related DHS mission environment.
  • Experience leading geographically dispersed employees and subcontractors in a 24x7x365 environment.
  • PMP, PgMP, ITIL, Agile, Scrum, SAFe, or comparable professional certification.
  • Experience with Microsoft Project, Application Lifecycle Management dashboards, ServiceNow, or comparable program and service-management tools.

Responsibilities

  • Serve as the Contractor's single point of accountability and primary liaison with the COR, Contracting Officer, TSA IT production support staff, STIP PMO, Government stakeholders, and teaming partners.
  • Direct all task-order activities supporting Enhancement Services, O&M, Mission Support Services, Program and Risk Management, and Transition Services.
  • Develop, maintain, and implement the Program Management, Risk Management, Performance Management, Quality Assurance, Communications, Staffing, and related contract-required plans.
  • Lead multiple Agile teams and coordinate enhancement, corrective maintenance, Tier 3 support, testing, cybersecurity, and production activities so concurrent efforts do not adversely affect schedule, quality, security, or availability.
  • Ensure compliance with the STIP Agile Technical Strategy, Tactical Roadmap, SELC tailoring requirements, release plans, acceptance criteria, and Gate, Preliminary Design, and Critical Design Reviews.
  • Own the Staffing Plan and Risk Register; realign resources for changing workloads, maintain qualified surge support, and promptly identify, mitigate, communicate, and escalate program risks and issues.
  • Chair monthly Design and Development Program Management Reviews and present contract status whenever requested by the Government.
  • Ensure accurate and timely delivery of Monthly Program Status and Burn Reports, PMR minutes, Agile metrics, performance reports, staffing updates, transition reports, and other required deliverables.
  • Manage budget, schedule, funding, labor utilization, forecasts, performance metrics, service levels, quality, corrective actions, and recovery plans.
  • Lead Transition-In and Transition-Out, including the Transition-In Plan, Staffing Plan, resource-loaded schedule, weekly status briefings, credentialing, knowledge transfer, asset reconciliation, and continuity of services.
  • Manage employees, subcontractors, and teaming partners to ensure integrated performance, accountability, and compliance with contract, TSA, and AttainX requirements.
  • Support critical incidents, executive communications, root-cause analysis, and corrective actions within contractual reporting timelines.
