About The Position

The Department of Emergency & Military Affairs (DEMA), led by the Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—Operations, Preparedness, and Financial Administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States Military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions. This position supports the Construction and Facilities Management Officer (CFMO) by overseeing the health and strategic direction of all Arizona Army National Guard (AZ ARNG) utility programs and infrastructure to include such systems as water, waste water, electricity, gas and other energy producing resources. Under minimal direction from the Facility Operations Supervisor (FOS) serves as the Energy Manager for AZ ARNG. Develops a comprehensive Installation Water and Energy Management Plan (IWEP) for AZ ARNG. Directly oversees the Department of Defense-wide Energy Resilience and Conservation Investment Program (ERCIP) for the AZ ARNG. Directly responsible for input into the Army Energy and Water Reporting System (AWERS) and Solid Waste Annual Report (SWAReb). Acts as subject matter expert for the AZ ARNG in all matters related to energy management. Responsible for managing and administration/operation of the Agency energy conservation program. Manages specially funded program budgets related to utilities and energy management. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Requirements

  • Knowledge of power distribution systems including renewable energy systems (photovoltaic and wind, etc.), maintenance and repair, utility rate calculation and compliance regulations.
  • Knowledge of water and wastewater treatment facilities, distribution and collections systems for water, wastewater and storm water maintenance and repair, utility rate calculation and compliance regulations.
  • Knowledge of natural gas distribution systems, maintenance and repair, utility rate calculation and compliance regulations.
  • Knowledge of office computer software including databases and some programming.
  • Knowledge of technical and analytical aspects of the work to be performed during energy engineering and energy management duties, including but not limited to equipment, utility rate structure analysis, and utility usage metrics.
  • Knowledge of economic investment analysis methods and metrics such as life cycle costing analysis (LCCA), simple payback, savings to investment ratio, etc.
  • Knowledge of methods and technologies of energy engineering and analysis, properly prepare funding documents incorporating LCCA and other metrics.
  • Knowledge of principles, methods and techniques of energy engineering analysis, design and layout involved with varied types of buildings and building services monitored and controlled by a centralized building automation system.
  • Knowledge of electrical controls and troubleshooting and strong background and understanding of electrical equipment, motors, variable frequency drives and HVAC (heating, ventilation and air conditioning) systems and controls.
  • Skilled in interpersonal communication and developing professional interpersonal relationships.
  • Skilled in interpreting applicable federal, state and local laws and regulations, including executive orders and directives.
  • Skilled in using various types of equipment, materials and testing devices used in common energy engineering analysis and practices.

  • Ability to operate personal computers to troubleshoot equipment failures and to use multiple resources to produce reports and presentations and research new energy technologies.
  • Ability to do minor programming and troubleshooting in PLCs (programmable logic controllers) and direct digital controls (DOC).
  • Ability to communicate well with utility companies, utility engineers, vendors, facility managers, and the supervisory chain of command as required to understand and accomplish the objectives of this position.
  • Ability to write comprehensive and technical reports in order to inform leadership of energy and utility plans and program initiatives.
  • Possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment.
  • Must be a US Citizen.
  • Ability to achieve a favorable Tier 1 investigation for the purpose of obtaining/maintaining a Common Access Card (CAC) within one year of hire for the requirements of accessing Pride Web, the Department of Defense-wide Energy Resilience and Conservation Investment Program (ERCIP), Army Energy and Water Reporting System (AWERS), and Solid Waste Annual Report (SWAReb).
  • Upon hire, incumbent must have the ability to register and actively be enrolled in a training program to acquire a Certified Energy Manager (CEM) certification, or equivalent (International energy manager certification with required written examination) within 1 year of hire.
  • A minimum of 5 years practical experience in general office and administrative or technical support work with training in engineering, construction, facility utility operations.
  • Two years of utility management experience are required at time of appointment.

Responsibilities

  • Supervises a team of technical trade persons who maintain a highly technical statewide networked building control system and facilitate oversight of all aspects of the utility management program.
  • Prioritizes work and devises a timetable for subordinate work plans on a daily basis to continually analyze and maintain current infrastructure and automation systems, collect data and utilize data to set develop system improvements.
  • Secures funding and maintains fiscal budgeting related to utility programs including developing and maintaining a utility master plan for resiliency for all installations, analyzing utility infrastructure through comprehensive third party studies and audits in order to maintain current utility plans necessary to develop a prioritized list of work to compete for additional annual funding.
  • Directly manages and oversees DoD and National Guard specific programs and systems within those programs to ensure AZ ARNG compliance and operational requirements/standards are met.
  • Composes correspondence dealing with subject matter in ways that call for considerable discretion and involve some judgment or negotiation, relying to inquiries, presenting or requesting information.
  • Participates as an active member of building design team.
  • Performs technical and engineering analysis of proposed energy management projects.
  • Assists project managers (PM) draft NGB funding requests and scopes of work to ensure all work is evaluated for compliance with established SOP and current energy directives.
  • Assists PMs and maintenance staff to ensure all completed projects meet energy performance standards.
  • Studies new and innovative energy applications and writes technical reports for incorporation into standard operating procedures and best practices.
  • Attends annual NGB sponsored training and other energy/utility related conferences to maintain a high level awareness of current requirements and best practices in the field.
  • Analyzes monthly utility meter readings and invoicing for accuracy.
  • Prepares required documents to ensure utility related state and federal data calls are delivered on time for all monthly, quarterly, annual and special requirements.
