About The Position

Community Partners in Action (CPA) is seeking a Program Manager to oversee the day-to-day operations of the Hartford Transitional House (HTH). HTH provides men with a supervised, structured, residential environment that is safe and supportive, aiming to enhance positive changes in resident behavior and decision-making. The program promotes responsibility and accountability while reinforcing values of tolerance, respect, cooperation, and concern. CPA is committed to a BEDI (Belonging, Equity, Diversity, and Inclusion) culture and aims to positively transform individuals and society through its various programs, including reentry and housing.

Requirements

Five years of management experience.
Three years of supervisory experience in criminal justice or social work system.
Residential experience required.
Knowledge of the court and probation system, and local community resources.
Exceptional time management skills.
Exceptional communication skills (verbal, written, computer).
Strong leadership skills.
Strong emotional intelligence.
Strong decision making skills.
Strong interpersonal skills.
Strong organizational/prioritization skills.
Must have a valid driver’s license.
Must have reliable transportation.

Nice To Haves

Bachelor’s degree in social service, criminal justice or counseling preferred.
Equivalent work experience will be considered in lieu of bachelor’s degree.
Bilingual ability (Spanish/English) preferred.

Responsibilities

Oversee the day-to-day operations of the Hartford Transitional House and staff.
Set the program culture and tone.
Coordinate and collaborate with the AIC management team.
Manage complex decisions.
Build relationships and multi-task.
Ensure a strengths-based culture is embraced.
Ensure resident/program outcomes are consistently met.
Position the program for success internally and externally.
Oversee direction and management of residential program activities and staff, ensuring fidelity of program model.
Provide ongoing leadership and supervision for direct reports.
Oversee recruitment, hiring, development and retention of staff.
Meet monthly with direct reports to review and discuss performance and professional development.
Ensure supervision occurs with all program staff.
Lead and facilitate regular staff meetings.
In collaboration with the AIC management team, facilitate Service Team Meetings.
Participate in the development of resources and staff to support the program and CPA’s cultural responsiveness and multi-lingual capacity.
Ensure program compliance with contract and funder requirements.
Adhere to PREA Standards and ensure PREA compliance.
Conduct unannounced site visits in accordance with the policy.
Develop and help to implement procedures and policies regarding supervision and monitoring of residents.
Ensure facility safety, appearance and cleanliness meet required standards.
Ensure safety drills (e.g., fire drills) and facility searches occur according to a clearly defined schedule.
Mediate, advocate, assist and resolve resident problems, conflicts and issues in accordance with policies and procedures.
Facilitate House meetings on a regular basis.
Discuss residents’ behavioral issues with case managers and present at Weekly Service Team meeting.
Attend monthly AIC Leadership meetings.
Serve as primary contact for JBCSSD Contract Monitor.
Maintain clear and open communication/collaboration with referral sources/funder network.
Ensure program is in regular contact with referral source.
Share on call responsibilities for after-hours emergencies and needs with Assistant Program Manager.
Manage CDCS queues in collaboration with Assistant Program Manager, ensuring accuracy of client data and timely reports submission.
Participate in Quality Assurance reviews as required.
Run CDCS reports weekly and respond accordingly to any issues.
Conduct file reviews in a manner consistent with program, agency and funder guidelines.
Transport clients as needed.
As needed, solicit resident satisfaction feedback.
Manage and maintain fiscal resources in collaboration with Program Operations Director and Chief Financial Officer.
Oversee use and maintenance of CPA property (building, vehicles, computers, etc.).
Participate in monthly Manager Meeting and engage in leadership opportunities.
Assume AIC Program Manager duties as requested.
Represent the agency/program at the request of the Program Operations Director.
As appropriate, collaborate with Human Resources Director and Program Operations Director on employment matters including recruiting, hiring, promotions/transfers, performance management and terminations.
Ensure staff compliance with CPA policies and procedures regarding professional behavior, attendance, attire, etc.
Remain current on research and literature reviews with “what works” in changing offender behavior and recidivism reduction.
Participate in related seminars, panels and workshops to enhance professional development and visibility of agency.
Perform all other duties as required.
