About The Position

The Program Manager provides programmatic, administrative, and analytic leadership for the Medical Cell contract at the USMC Wounded Warrior Regiment (WWR). This position is the single point of management accountability for contract performance and is responsible for staff leadership, administrative support, data collection and analysis, reporting, and ensuring all contract deliverables are met. The Program Manager coordinates directly with the Regimental Surgeon (COTR), the COR, and BUMED. This is a dedicated role and may not be dual-hatted with clinical positions (RNCM, CCA, or CMM).

Requirements

  • Education and/or training commensurate with program management responsibilities (bachelor's degree or higher preferred).
  • Demonstrated proficiency in personnel management.
  • Strong data collection and analysis skills.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) or newer approved data collection and analytic applications.
  • Ability to proofread and correct documents for spelling, grammar, and format in accordance with the Navy Correspondence Manual.
  • Excellent written and oral communication skills.
  • U.S. Citizenship required; ability to obtain a favorable T-3 background investigation.
  • Ability to access DOD/DON IT systems (MCWIITS, RMED system, DOD electronic medical records).
  • Compliance with HIPAA, Privacy Act, and all applicable DOD/DON regulations.

Nice To Haves

  • Prior experience managing healthcare service contracts or programs in a DOD/military environment.
  • Familiarity with USMC or military wounded warrior programs, BUMED, or similar government health support programs.
  • Experience with government reporting requirements, including monthly and quarterly report submission.
  • Knowledge of DOD/DON correspondence and administrative standards.
  • Project Management Professional (PMP) certification or similar credential.

Responsibilities

  • Serve as the primary contractor point of contact and on-site leadership presence at WWR Headquarters, Quantico, VA.
  • Maintain a comprehensive resource list of highly specialized care and treatment programs available for WII Marines for combat-related medical and mental health issues, substance abuse, and TBI, with emphasis on dual and multi-track treatment programs.
  • Review treatment programs (particularly those outside DOD or VA) for quality and efficacy prior to utilization; serve as WWR liaison to these programs.
  • Ensure all licensed contract staff participate in continuing education forums to stay current in mental health, TBI, SMI, and complex medical care coordination.
  • Ensure all licensed staff maintain access to and utilize the DOD electronic medical record, Marine Corps Wounded Ill Injured Tracking System (MCWIITS), Marine Corps Reserve Medical Entitlements Determination (RMED) system, and other assigned databases.
  • Submit monthly and quarterly briefing slides regarding medical section operations for WWR leadership.
  • Facilitate correspondence for clinical contractor staff per Navy Correspondence Manual standards.
  • Prepare reports supporting the development and implementation of mission-related programs and quality improvement databases.
  • Develop and implement tools, databases, data collection systems, data analytics, and strategies that optimize statistical efficiency and quality of Medical Section data.
  • Design, develop, and maintain templates and documents for collection and reporting of Medical Section data.
  • Attend daily WWR operations meetings and other meetings where the WWR Surgeon or CO requests Medical Cell representation.
  • Ensure development of standard operating procedures (SOPs) within 120 days of period of performance start; review and update regularly.
  • Manage personnel actions, data collection/analysis, report generation, and administrative support for contractor workload and morbidity reporting to WWR Regimental Surgeon, COR, and BUMED.
  • Prepare and manage disposition of correspondence related to contractor functions and support administrative needs of WWR Medical Operations staff.
  • Ensure 100% staffing coverage is maintained; fill unanticipated vacancies within 30 calendar days.
