About The Position

Amtrak is undertaking a once-in-a-generation transformation of New York Penn Station through a multibillion-dollar public private partnership supported by the U.S. Department of Transportation (USDOT) and the Federal Railroad Administration (FRA), and the Program Manager will play a critical role in advancing this strategic initiative. The Program Manager is responsible for planning, implementing, and overseeing multiple capital design and construction projects while ensuring delivery within scope, schedule, budget, and all applicable grant, contractual, and regulatory requirements. Working under the direction of the Director of Program Management and Project Controls, the incumbent will apply advanced construction management, program controls, and project delivery expertise to successfully execute complex infrastructure projects with minimal supervision. The role serves as a primary liaison among contractors, consultants, funding agencies, executive leadership, and a diverse range of internal and external stakeholders to drive alignment, informed decision-making, and successful project outcomes. This position requires regular analytical and metrics-based reporting to senior leadership, Executive Governance Committees, the Amtrak Board of Directors, government officials, and other key stakeholders to support program governance, transparency, and strategic objectives.

Requirements

Bachelor's degree in Construction Management, Engineering, Architecture, Business Administration, Public Administration, or a related field or equivalent combination of education, training and/or relevant experience.
Plus 7 years of experience.
Knowledge of construction project delivery methods, procurement processes, and contract administration.
Experience managing project budgets, schedules, and reporting requirements.
Strong analytical, organizational, and communication skills.

Nice To Haves

Bachelor’s Degree in Construction Management, Engineering, Architecture, Business Administration, Public Administration, or a related field, or an equivalent combination of education, training, and relevant experience.
Plus 10 years of relevant work experience.
Project Management Professional (PMP) certification.
Experience managing large-scale capital construction, infrastructure, transportation, or public-sector programs.
Experience with federally funded grants, including infrastructure, transportation, housing, or community development programs; including Davis-Bacon, Buy America/Build America requirements, environmental reviews, and audit compliance.
Experience working with public agencies, transit authorities, government stakeholders, or complex public-private partnerships.
Master’s degree in a related field is preferred.

Responsibilities

Lead the planning, execution, governance, and delivery of multiple Penn Station Transformation Program projects by managing scope, schedule, budget, risks, resources, stakeholder coordination, and performance metrics to ensure successful achievement of program objectives.
Ensure full compliance with federal, state, and local grant requirements by overseeing funding administration, reporting, budget tracking, reimbursement requests, audits, documentation, and adherence to grant conditions throughout the project lifecycle.
Provide oversight of construction activities by managing contractor performance, schedules, costs, change orders, permitting, inspections, safety compliance, quality standards, and resolution of construction-related issues.
Manage program financial performance through budget development, funding utilization monitoring, cost controls, invoice and payment review, cash flow management, forecasting, and executive financial reporting.
Serve as the primary liaison among funding agencies, government officials, contractors, consultants, executive leadership, and community stakeholders by facilitating collaboration, communications, executive briefings, and regular program status reporting.
