About The Position

The National IT – Core Infrastructure Services department has an immediate opening for a Program Manager, reporting to Assistant Vice President. This program focuses on uplifting operational resilience of the Federal Reserve System (FRS) defined as improving the System’s ability to anticipate, respond to, recover and evolve from a wide range of disruptions or unexpected events, while maintaining the business of the Federal Reserve System. The initial scope of work is shaped by recommendations resulting from a third-party operational resilience review. The first phase (already in flight) includes seven prioritized workstreams, with additional workstreams tentatively planned to kick off in mid-2026.

Requirements

  • Bachelor’s degree in computer science, project management, business administration, Information Technology or 10+ years of equivalent experience.
  • 5+ years of experience managing large, complex programs.
  • Independent operator who can define strategy and execute with minimal oversight.
  • Able to define and guide work of other program support team members.
  • Exceptional critical thinking skills – ability to analyze complex situations, break down high-level vision and/or milestones into tangible execution path, identify and explore dependencies across workstreams, and make sound strategic decisions.
  • Strong communication skills – ability to translate complex technical concepts for executive audience and inspire teams across all organizational levels.

Nice To Haves

  • One or more of the following certifications: PgMP (Program Management Professional), PMP (Project Management Professional), or SAFe® RTE (Release Train Engineer) is preferred.

Responsibilities

  • Help define program governance and oversight to facilitate achievement of the program’s vision and to establish accountability and ownership for tracking and delivering intended benefits.
  • Help define long-term program resource needs (including roles and responsibilities)
  • Lead and coordinate program activities and artifacts including, but not limited to: program management plan and associated artifacts (e.g., RAID Log), program schedule plan development and management, and executive reporting
  • Lead the continuous improvement of program processes, procedures, and tools.
  • Coordinate the various aspects of multiple related projects while monitoring cross-dependencies; applies program planning based on the program’s component projects’ plans and schedules.
  • Provides a unified portfolio view of business strategies, operational and budget implications, portfolio dependencies, architectural design, etc.
  • Plan and facilitate regular program Steering Committee meetings.
  • Lead initial and ongoing planning sessions (including creating the definition(s) of done) for program workstreams – and/or guide supporting project managers/analysts on how to do so
  • May be asked to directly lead some of the more complex workstreams
  • Mentor project managers and analysts helping lead/support workstreams, with the following focus: defining key milestones and activities to achieve the workstream’s objective(s), tracking execution to plan and coordinating the review and completion of project status documents.
  • Align individual and disparate project plans and strategies to the larger program vision to achieve macro-level benefits and results.
  • Anticipate and manage issues; proactively identifies risks.
  • Identifies cross-project dependencies and develops program risk-mitigation and timeline strategies.
  • Provide reviews with the Program Sponsor and obtains approvals at key decision points to assure delivery of intended benefits.
  • Proactively recommend recalibration or conclusion of the program based on an assessment of benefit realization.
  • Ensure adherence to National Information Technology; Enterprise Program Management Standard; Project Assurance Function; Fiscal Service project management; and/or local project and program management principles and processes.
  • Apply Performance and Benefits Management processes to the program lifecycle.
