About The Position

Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors. This position is being posted for a potential government contract opportunity. The Program Manager is responsible for the overall performance, cost, schedule, and daily operation of the Secure Conference Room Management contract supporting the White House Situation Support Staff. The position serves as the WHSSS lead contact and primary interface between the Government and Nemean, directs contractor personnel, manages contractual matters within delegated authority, oversees quality and risk, and ensures required reports, schedules, and transition activities meet PWS standards. This position is contingent upon contract award, Government approval as Key Personnel, successful completion of required security onboarding, and availability of funding.

Requirements

  • Bachelor's degree in Business, Mathematics, Computer Science, Information Systems, or Engineering.
  • At least ten years of experience performing the program-management and contract-support duties described for this position.
  • Ability to work on-site during core operations, Monday through Friday from 0600 to 1800, and provide two hours of on-call service on a 24/7 basis upon Government notification.
  • Ability to support a typical 40-hour workweek and remain available for mission-essential, emergency, weather-emergency, surge, extended-hour, holiday, and potential 24-hour coverage requirements.
  • Ability to work under pressure in a complex and changing executive environment.
  • Top Secret/SCI clearance and access are required.
  • Employment is subject to favorable EOP Security Office approval, National Security Council onboarding/screening, and ongoing compliance with continuous evaluation, security, and nondisclosure requirements.

Responsibilities

  • Serve as the WHSSS lead contact and primary interface between the Government and Nemean for daily contract operations.
  • Manage contract performance, cost, and schedule; organize, plan, and direct all contractor support activities.
  • Manage day-to-day activities and directly supervise contractor personnel assigned to the contract.
  • Exercise full authority to act for Nemean on contract matters relating to daily operations and remain available during normal business hours to meet with the COR or ACOR.
  • Maintain current knowledge of activities within each work section and brief senior management on productivity and quality assurance.
  • Identify and communicate issues and risks to the Government and recommend effective mitigation strategies.
  • Formulate and review deliverables and ensure conformance with PWS standards, quality requirements, and schedules.
  • Prepare, submit, and present the Monthly Contractor Performance Report addressing performance and contractual matters; provide the report at least three business days before the meeting and meeting minutes within five business days afterward.
  • Prepare the Weekly Activity Report addressing performance, risks, issues, and contractual matters, including any loss of key personnel.
  • Coordinate all tasks with the COR/ACOR, manage project schedules, and establish workload requirements with the Government to align contractor staff to assignments.
  • Maintain workforce stability and continuity of services during absences, turnover, surge requirements, emergencies, and other mission-essential conditions.
  • Lead transition-in, transition-out, and contract closeout activities to prevent interruption or degradation of WHSSS support and ensure required operational materials are transferred.
  • Delegate PM duties to another contractor-managed employee and notify the Government when unavailable for more than two business days.
  • Ensure contractor personnel comply with applicable security, confidentiality, NDA, onboarding, professional appearance, and conduct requirements.
