About The Position

The Planning Division - Capital Project Planning Program is responsible for developing and maintaining hydraulic models of the collection system. It also focuses on the identification and preliminary design of capital improvement projects to address deficiencies in the storm and sanitary collection system, pump stations, storage facilities, and treatment facilities. This role provides leadership and manages the daily operations of a program within the Engineering Department, directing, developing, and motivating staff to meet objectives aligned with the District's strategic plan. The position involves planning, organizing, and directing all program activities, managing and supervising personnel, and coordinating with other programs and departments. Responsibilities include maintaining records, preparing reports, coordinating with legal staff, attending public hearings, and potentially assisting in developing departmental policies and procedures.

Requirements

  • Bachelor's degree from a recognized college or university with major course work in engineering as deemed appropriate for the related program.
  • Eight years' experience as a licensed Professional Engineer in a related area together with progressive supervisory experience.
  • Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire.
  • Considerable management and technical knowledge of program area.
  • Considerable skill in management techniques and application.
  • Thorough knowledge of the District rules, regulations, policies and procedures as they relate to the program.
  • Considerable skill in maintaining effective working relationships with consulting engineers, contractors, developers, governmental officials, the public and District personnel.
  • Extensive oral and written communication skills.
  • Considerable skill in planning, supervising and coordinating the work of others.
  • Considerable skill in preparing technical reports and maintaining records.
  • Good knowledge of spreadsheet, word processing and design software.
  • Licensure in the State of Missouri for the position's field of expertise.
  • Must possess a valid driver's license issued by the state in which the employee resides.
  • Candidate must pass a Non-D.O.T. Drug Test for this position.
  • Employees of MSD must have a meets expectations.

Responsibilities

  • Provides leadership and manages the daily operations of a program within the Engineering Department.
  • Directs, develops, and motivates staff to meet the objectives that assist in achieving the District's strategic plan.
  • Plan, organize and direct all activities of a program as required to achieve program goals.
  • Manage and supervise the daily activities of personnel assigned to the program.
  • Coordinate activities with other programs within the Division and the Department; maintain working relationship with public officials.
  • Maintain records and prepare reports.
  • Coordinating activities with District legal staff.
  • Coordinating activities with other Departments within the District.
  • Attend and/or conduct public hearings and presentations.
  • May assist in developing departmental policies, procedures and guidelines.
  • Perform related duties as required or delegated by supervisor.
