About The Position

Goldbelt Integrated Logistics Services specializes in providing expert resources for Federal Agency missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Research and data driven, GBiLS’ experts create solutions customized to the client’s needs. Summary: The Program Manager (PM) shall be responsible for delegating work, training, and ensuring that quality work products produced in support of the Department of Energy’s (DOE’s) Office of Safeguard & Security (OSS) in Oak Ridge, Tennessee. The PM shall be the primary interface between federal staff, M&O and/or site prime contractor and other on-site contractors for specific work teams. They are responsible for the day-to-day activities of staff providing OSS support including classification, FOCI reviews, badging, and other related support efforts.

Requirements

Thorough knowledge of the Safeguards & Security efforts across the Oak Ridge DOE/NNSA footprint, along with efforts in Ohio, Kentucky and Illinois.
Knowledge of Department of Energy (DOE) and the role S&S has to achieving mission.
Strong leadership and organizational management skills.
Excellent project planning, scheduling, and resource management abilities.
Knowledge of quality assurance, quality control, and continuous improvement methodologies.
Strong financial management, budgeting, and cost control skills.
Ability to manage geographically dispersed personnel and multiple functional disciplines.
Excellent written and verbal communication skills.
Eight (8) years of progressively responsible program or project management experience supporting federal contracts or large operational programs.
Demonstrated experience managing contract performance, budgets, staffing, schedules, and customer relationships.
Ability to pass a background check.

Nice To Haves

Project Management Professional (PMP) certification.
Experience managing Department of Energy (DOE), or other federal similar contracts.

Responsibilities

Oversees Safeguards and Security support activities on behalf the Department of Energy (DOE) Office of Safeguards & Security (OSS).
Serves as the Contractor's primary Program Manager and principal point of contact for all contract matters.
Provides overall leadership, direction, and management for all personnel assigned to the contract.
Ensures contract performance meets or exceeds all performance work statement (PWS) requirements, service level agreements, and quality standards.
Develops, implements, and maintains project management plans, staffing plans, quality control plans, and risk management strategies.
Monitors contract performance, schedules, staffing levels, deliverables, and operational metrics to ensure timely and efficient execution.
Integrate safety into management and work practices at all levels within the organization to ensure contract requirements are accomplished while protecting the public, workers, and the environment
Provide annual budget information in accordance with the Program Planning, Budgeting, and Evaluation processes.
Coordinates recruiting, onboarding, workforce planning, employee development, and retention efforts to maintain qualified staffing levels.
Reviews and approves contract deliverables, reports, invoices, staffing plans, and performance documentation.
Establishes and maintains effective working relationships with Government personnel, internal leadership, subcontractors, and external stakeholders.
Identifies program risks and develops mitigation strategies to minimize operational impacts.
Ensures compliance with applicable federal regulations, Department of Energy (DOE) requirements, safety standards, security policies, and company procedures.
Supports internal and external audits and implements corrective actions when necessary.
Leads recurring program management meetings, customer briefings, performance reviews, and status updates.
