Program Manager
About The Position
The Planning Division - Capital Project Planning Program is responsible for developing and maintaining hydraulic models of the collection system and the identification and preliminary design of capital improvement projects to address deficiencies in the storm and sanitary collection system, pump stations, storage facilities, and treatment facilities. The Metropolitan St. Louis Sewer District provides comprehensive wastewater and storm water management services to residents and businesses in both St. Louis City and County. As one of the most recognized employers in the region and a fixture in the downtown area, MSD employs over 900 individuals in a wide-range of roles including skilled crafts and laborers, engineering, information technology, finance, human resources and administration support.
Requirements
- Experience in hydraulic models of collection systems.
- Experience in preliminary design of capital improvement projects.
- Leadership and management skills.
- Ability to direct, develop, and motivate staff.
- Ability to plan, organize, and direct program activities.
- Ability to manage and supervise personnel.
- Ability to coordinate activities with other programs and departments.
- Ability to maintain working relationships with public officials.
- Ability to maintain records and prepare reports.
- Experience coordinating with legal staff.
- Experience attending and/or conducting public hearings and presentations.
Responsibilities
- Provides leadership and manages the daily operations of a program within the Engineering Department.
- Directs, develops, and motivates staff to meet the objectives that assist in achieving the District's strategic plan.
- Plan, organize and direct all activities of a program as required to achieve program goals.
- Manage and supervise the daily activities of personnel assigned to the program.
- Coordinate activities with other programs within the Division and the Department; maintain working relationship with public officials.
- Maintain records and prepare reports.
- Coordinating activities with District legal staff.
- Coordinating activities with other Departments within the District.
- Attend and/or conduct public hearings and presentations.
- Assist in developing departmental policies, procedures and guidelines.
- Perform related duties as required or delegated by supervisor.
