About The Position

VTG is seeking a full-time, on-site Program Manager for a significant contract valued at $250 million at the National Reconnaissance Office (NRO). This role demands daily interaction with multiple key stakeholders, including the VTG workforce, subcontractor companies, VTG executive leadership, and the NRO customer. The nature of these interactions will be dynamic, adapting to program priorities and risk mitigation efforts. The Program Manager will be responsible for providing strategic and tactical direction, fostering workforce development, and managing hiring strategies. They will also ensure subcontractors meet contractual obligations and align with program direction, provide programmatic reporting to VTG leadership, drive integration across the company, and maintain daily engagement with the NRO customer to ensure all contractual obligations are met and mission objectives are supported and enhanced.

Requirements

TS/SCI with Poly required
15 years of experience
Relevant experience on a program or organization of the same size/scope
Knowledge and experience with the NRO customer
BS or MS degree
Ability to work on customer site, side by side with the customer daily
Leadership of a team of managers, who in turn manage the workforce teams
Directing back-office teams: contracts, security, finance, staffing, HR
Effectively integrating with other TOs/company PMs
Direct engagement with subcontract workforce and leadership
Building future leaders and providing career development opportunities for the workforce
Unique and creative ways to engage the employee workforce

Responsibilities

Provide strategic and tactical direction to VTG employees and managers.
Develop the workforce by providing career and learning opportunities.
Create hiring strategies for new program personnel.
Ensure subcontractors can augment skills and experience to execute the program.
Ensure subcontractors adhere to agreements on workshare and contractual elements.
Communicate the strategic direction of the program from execution to recompete.
Provide programmatic reporting to executive-level leadership on this flagship program.
Drive integration across the company to leverage best practices and technology on the program.
Align program execution with the overall VTG strategy for execution and growth.
Ensure all contractual obligations with the NRO customer are met.
Ensure program execution supports and betters the NRO mission.
Lead a team of managers who oversee workforce teams.
Direct back-office teams including contracts, security, finance, staffing, and HR.
Effectively integrate with other Technical Officers/company PMs.
Directly engage with the subcontract workforce and leadership.
Build future leaders and provide career development opportunities for the workforce.
Develop unique and creative ways to engage the employee workforce.
