About The Position

SpecPro Sustainment and Environmental (SSE) is seeking a Program Manager II – MILCON to support the National Space Intelligence Center (NSIC) Military Construction (MILCON) program at Wright-Patterson Air Force Base (WPAFB), Ohio. The Program Manager will serve as a dedicated Project Delivery Team (PDT) member and provide executive-level MILCON program and project management support. The position will coordinate across NSIC leadership, mission customers, project managers, end users, Base Civil Engineering, vendors, designers, construction contractors, and other external agencies to support successful delivery of the NSIC MILCON program.

Requirements

  • Must be a U.S. citizen.
  • Must possess, or be eligible to obtain and maintain, the security clearance required for the position, up to and including Top Secret (TS) with Sensitive Compartmented Information (SCI) and Special Access Program (SAP) access.
  • Project Management Professional (PMP) certification required.
  • Strong knowledge of construction project and program management.
  • Experience managing complex design and construction projects.
  • Expertise using project management software, including Primavera P6.
  • Ability to coordinate multiple stakeholders, end users, Government organizations, vendors, and construction teams.
  • Strong understanding of project risk management and construction management practices.
  • Strong oral and written communication skills, including the ability to communicate project information to senior leadership and Distinguished Visitors.
  • Ability to manage organizational change and communicate construction impacts to mission personnel.

Nice To Haves

  • Experience with ICD 705 construction preferred.
  • Experience supporting MILCON, Department of Defense, Intelligence Community, or other Federal construction programs is highly desirable.

Responsibilities

  • Provide experienced MILCON liaison support to define and develop project requirements.
  • Interface with mission customers, NSIC leadership, and external agencies throughout project development, design, and construction.
  • Support management and coordination of MILCON design and construction activities.
  • Coordinate, oversee, and provide construction management and risk-abatement expertise.
  • Coordinate with project managers and end users to develop DD Form 1391 MILCON project requirements supporting maintenance and improvement of base facilities and infrastructure.
  • Develop and provide key MILCON communications for NSIC leadership, Distinguished Visitors, and the broader NSIC population.
  • Apply change-management best practices to communicate construction progress, parking impacts, mission location changes, and other activities affecting NSIC personnel.
  • Support facility management occupancy planning.
  • Support modernization of facility management processes and procedures.
  • Coordinate vendor, NSIC mission, and Base Civil Engineering project integration.
  • Escort uncleared project vendors and Government representatives as necessary to facilitate project execution while minimizing mission interruption.
  • Maintain project/program risk logs and support development of mitigation strategies.
  • Prepare weekly activity reports and meeting minutes.
  • Provide strategic advisory products supporting alignment of project execution with NSIC mission requirements.
