About The Position

Seattle Public Utilities (SPU) is seeking a Program Manager to assist in our Combined Sewer Overflow Reduction Program (CSO Program) that will reduce overflows of sewage and polluted stormwater from entering Seattle waterways. The successful candidate will be expected to successfully manage a group of project managers, leading capital improvement projects through the following project lifecycle: options analysis, design, construction, and closeout. Additionally, the candidate will lead in setting up and implementing program- and project-management processes, standards, and templates for the CSO Program and managing the contract of the program management consultant contract. This position is a leadership role in the CSO Program. The work of the CSO Program is focused on protecting public health and the environment; it is required by a federal Consent Decree. The team will be leading multiple, concurrent projects that will implement a range of solutions. Requirements

  • Six (6) years of professional civil engineering experience, including two years supervisory experience.
  • Registration as a Professional Engineer in the State of Washington.
  • Current Washington State driver's license or evidence of equivalent mobility.
  • Bachelor Degree in Civil Engineering or Civil Engineering Technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

Nice To Haves

  • Extensive knowledge of the principles, practices, and procedures of civil engineering capital improvement projects.
  • Extensive knowledge and ability to perform project management duties.
  • Current certification as a Project Management Professional (PMP).
  • Excellent communication skills across a variety of audiences, both written and verbal.

Responsibilities

  • Lead the set up of the CSO Program, including developing standards, standard processes, and onboarding new SPU and Consultant staff.
  • Plan, organize, manage, and coordinate project management of teams executing the options analysis, design, and construction phases of CSO projects across the City in a consistent and equitable manner.
  • Supervise and/or serve as the project manager on some of the most technically complex and visible projects for the lifecycle of a project, including initiation, option analysis, design, construction, closeout, and operation and maintenance of municipal public works projects.
  • Supervise and/or prepare project scopes, schedules, progress and final reports, and budgets.
  • Monitor, control, and communicate program-level, and project-level status including cost, schedule, risk, quality, and safety.
  • Oversee coordination with, and develop programmatic strategies with, stakeholders including SPU workgroups, regulatory agencies, other City Departments, and King County.
  • Supervise up to 4 project managers working on the CSO Program, including resource forecasting and management.
  • Collaborate with stakeholders to plan work, respond to issues, and look ahead to identify needs, risks, and mitigation.
