The Program Manager Senior reports to DCSE’s Director of Business Operations and will be responsible for overseeing the Division’s organizational change management strategies and activities. Duties include but are not limited to: directing and managing professionals administering organizational change management strategies and supporting the division; planning, developing, delivering, and implementing change management strategies and activities to support the organizational change; serving as a change manager for key division projects; assessing regularly divisional change readiness developing an organizational approach to stakeholder(s) for review and feedback across all teams; developing change templates and methodologies for division project teams; developing communication strategies to promote internal and external change; increasing change knowledge throughout the division and lead change coaching and training; taking a Human Centered Design approach to planning, developing, delivering, and implementing change management across the Division in an agile environment;providing direct support to the Division Leadership Team, Division managers, and he families of Virginia.

Requirements

  • Considerable knowledge of management practice and principles.
  • Demonstrated ability to manage multiple operational responsibilities and supervise staff, establishing and implementing strategies to meet unit performance goals and plans and to impact operational program results.
  • Thorough knowledge of change management methodologies.
  • Knowledge of the interdependencies between change management and process improvement.
  • Demonstrated experience designing, documenting, assessing, communicating, and coaching change management.
  • Demonstrated experience managing multiple complex projects and tasks.
  • Demonstrated ability influencing others to create buy-in, gain trust, motivate actions, and win concessions.
  • Demonstrated high level communication skills and ability to produce documentation to a high standard.
  • Demonstrated ability to establish effective working relationships to maximize performance, production, and team collaboration.
  • Demonstrated ability to exercise considerable independence and initiative to formulate strategies for management of business process improvement projects.
  • Proficiency in Microsoft 365

Nice To Haves

  • Experience in planning and managing programs serving social service populations, including complex management in human services and/or child support enforcement.
  • Experience working directly in child support services.
  • Thorough knowledge of the Division’s organizational components, the mission(s) of each relevant unit, and the principal programs within the organization.
  • Experience in the design, development, and execution of change management and communication strategies, assessments, coaching, stakeholder engagement, as well as the formulation of strategies to address change barrier points.
  • Experience developing communications strategies.
  • Experience working on large-scale information technology projects.
  • Certification in organizational change management (e.g., Prosci® Certified Change Practitioner).
  • Certification in project management (e.g., PMP).
  • Certification in business process re-engineering methodologies (e.g., Lean Six-Sigma, Kaizen).
  • Certification in agile methodologies (e.g., PSM, CSPO, CSM).
