About The Position

Volunteers of America Northern California & Northern Nevada (VOA-NCNN) is a ministry of service with nearly 500 employees dedicated to helping those in need rebuild their lives. Founded in 1911, VOA-NCNN is a large provider of social services in the region, operating over 40 programs in housing, employment, substance abuse, and recovery services for families, individuals, veterans, seniors, and youth. VOA-NCNN is a Certified Great Place to Work seeking a full-time Program Manager for the Singles Program at the Mather Community Campus. This campus includes several programs such as transitional housing for youth and families, an emergency shelter for single adults, and an employment program. Full-time employees working 30 or more hours per week are eligible for a benefits package.

Requirements

  • Bachelor’s degree in social work, psychology, public administration, nonprofit management, human services, or a closely related field is required.
  • A minimum of four years of experience in the human services field dealing with issues and challenges unique to homelessness, substance abuse, young adults, foster youth/probation or former foster youth, minorities, mental health, issues dealing with elderly, and people with disabilities.
  • An additional four years of experience may substitute for degree requirement.
  • Must be able to utilize a range of interventions to work with clients with varying needs and levels of functioning.
  • Valid California driver's license and ability to meet the organization’s insurance carrier guidelines are required.
  • Must pass all required background clearances in accordance with agency, County, State, and federal standards.
  • CPR/First Aid certification is required within 90 days of employment.
  • Completion and maintenance of all required training and health clearances.

Nice To Haves

  • Three years of prior management experience or relatable leadership experience is preferred.
  • Specific knowledge and experience with Twelve Step philosophy, addiction and recovery, and dysfunctional family dynamics is preferred.

Responsibilities

  • Responsible for the overall management and supervision of the Mather Community Campus (MCC) Singles Program, including case management services, drug testing, employment services, housing services, credit repair services, and support staff.
  • Assure quality service to all program participants through the management of programs, resources, and daily workflow.
  • Ensure all work is performed in a cost-effective and service-oriented manner in accordance with negotiated contracts, appropriate procedures, and established organizational areas.
  • Coordinate with all other agencies in the Mather collaborative Leadership Team.
  • Supervise and motivate staff.
  • Responsible for operations, monitoring, and safety of the program.
  • Manage all financial and contractual aspects of the program services.
  • Assist the Director, Mather Community Campus Programs in the development and monitoring of annual budgets.
  • Serve as liaison to county contract personnel.
  • Provide all documentation to comply with contractual agreements.
  • Assist in the acquisition and renewal of grants.
  • Participate in developing community relations and maintaining the positive image of the program.
  • Complete reports as needed for senior management.
  • Refer new sources of funding to senior management and assist in securing such funds.
  • Develop and maintain approved operations manuals and class curriculum.
  • Manage daily operations and activities of the program services in compliance with company policies.
  • Work with collaborative partners in assuring safety and security of the site, referring all property maintenance issues to the appropriate agency.
  • Respond to complaints from contracting agents, clients, property neighbors, and all other program-related affiliates.
  • Maintain accountability and inventory of program equipment and supplies.
  • Respond to all client grievances.
  • Supervise the coordination of all medical, psychological, psychiatric, and/or other necessary evaluations of clients.
  • Provide 24-hour on-call emergency assistance to clients and staff as necessary.
  • Distribute and monitor staff workloads to achieve established objectives of the department.
  • Respond to personnel complaints and provide technical assistance to handle exceptions to standard policy.
  • Identify resources necessary to attain performance standards.
  • Develop daily, weekly, and monthly staffing schedules to accomplish program objectives.
  • Maintain ongoing client contact to assure that employee performance is in line with client needs.
  • Direct available resources as needed.
  • Assist with daily workloads if necessary.
  • Train, develop, and motivate staff.
  • Interview and hire qualified employees.
  • Immerse all staff in the Mather “Therapeutic Community” philosophy.
  • Establish goals and objectives for staff and evaluate achievements.
  • Assist with department orientation and training for new employees.
  • Conduct ongoing performance appraisals and recommend salary adjustments for staff.
  • Provide progressive disciplinary action for employee performance improvement when necessary.
  • Maintain an above-average working knowledge of fire, safety, and health standards.
  • Responsible for self-development, continually learning and enhancing skills.
  • Attend all mandatory training and Program Manager meetings.
  • Disseminate information to staff and senior management on new developments and the status of activities.
  • Inform senior management of potential workflow problems.
  • Communicate new and established procedures and company policies to staff.
  • Serve as part of the organization management team.
  • Maintain professional working relationships with other Program Managers and Managers.
