About The Position

Volunteers of America Northern California & Northern Nevada (VOA-NCNN) is a nonprofit organization and ministry of service, employing nearly 500 paid professionals dedicated to helping individuals rebuild their lives and reach their full potential. Founded locally in 1911, VOA-NCNN is one of the largest providers of social services in the region, operating over 40 programs that include housing, employment services, substance abuse, and recovery services for families, individuals, veterans, seniors, and youth. The organization provides shelter or housing to more than 3,500 men, women, and children every night. Its mission is to change individual lives, instill hope, increase self-worth, and facilitate independence through quality housing, employment, and related supportive services. VOA-NCNN, a Certified Great Place to Work, is seeking a full-time Director for its Mather Community Campus Programs. This portfolio includes the Laverne Adolfo Transitional Housing Program for Youth (THP-Plus), Mather Transitional Housing Program for Families, DHS/OTL Family Program, Mather Emergency Shelter for Single Adults, and the Sacramento County employment program. The Director provides overall leadership and management for all programs and operations at the Mather Community Campus. This role is responsible for ensuring high-quality, contract-compliant, and fiscally sound services that reflect Housing First, low-barrier, trauma-informed, harm-reduction, family-centered, youth-centered, and culturally responsive practices. The Director supervises campus leadership staff, coordinates campus-wide operations and safety, serves as the primary liaison with funders and key partners, and drives continuous quality improvement to support positive participant outcomes.

Requirements

Bachelor’s Degree in social work, psychology, public administration, nonprofit management, human services, or a closely related field is required (An additional four years of experience in homeless services, behavioral health or related human services may substitute for degree requirement).
Minimum five (5) years of progressively responsible management experience in homeless services, housing, Veteran services, workforce development, or related human services required.
Minimum three (3) years of supervisory experience overseeing staff, budgets, and program operations in a multi-program or multi-site environment required.
Experience working with individuals and families experiencing homelessness and complex needs, including behavioral health, substance use, trauma, and system involvement required.
Demonstrated experience implementing Housing First, low-barrier, trauma-informed, and participant-centered practices.
Experience with publicly funded contracts and compliance (e.g., county-funded shelter/housing, THP-Plus, workforce programs).
Proficiency with program data systems (e.g., HMIS and workforce platforms) and Microsoft Office applications.
Valid California driver's license and ability to meet the organization’s insurance carrier guidelines are required.
Must pass all required background clearances in accordance with agency, County, State, and federal standards.
CPR/First Aid certification is required within 90 days of employment.
Completion and maintenance of all required training and health clearances.
Strong leadership, team building, and staff development skills.
Excellent written and verbal communication skills; ability to engage effectively with funders, partners, staff, and participants.
Strong organizational, analytical, and problem-solving skills; ability to make sound decisions in a fast-paced environment.
Ability to interpret and operationalize complex contracts, regulations, and policies.
Demonstrated ability to manage multiple priorities and deadlines while maintaining attention to detail.

Nice To Haves

Master’s degree is preferred.
Experience overseeing both residential and scattered-site programs serving youth, families, single adults, and Veterans preferred.
Knowledge of Sacramento County’s homeless response system, Coordinated Access, Veteran service network, and local employment resources preferred.
Experience managing 24/7 campus or facility-based operations highly preferred.

Responsibilities

Provide strategic and day-to-day leadership for Mather Campus programs, ensuring coordinated, participant-centered services across youth, family, single adult, and employment programs, including the DHS/OTL Family Program.
Ensure programs operate in accordance with agency policies, contract requirements, and applicable federal, state, county, and workforce regulations.
Oversee referral, intake, eligibility, assessment, and discharge processes to support appropriate placement, smooth transitions between programs, and continuity of care.
Promote a positive, mission-driven culture that centers participant dignity, choice, and self-determination.
Oversee daily campus operations, including staffing coverage, facility use, participant safety, and crisis response within a 24/7 environment.
Coordinate with collaborative partners, property representatives, and internal departments to maintain a safe, well-functioning, and welcoming campus.
Respond to and resolve complaints, grievances, and operational concerns from participants, staff, funders, neighbors, and community stakeholders.
Ensure timely reporting and follow-up on incidents, safety concerns, and maintenance needs; maintain accountability for equipment and supplies.
Collaborate with Finance and senior leadership to develop and monitor annual budgets for all assigned programs, ensuring programs remain fiscally sound while meeting service goals.
Serve as primary operational liaison to county, workforce, and other funders for matters related to performance, compliance, and program implementation.
Ensure timely and accurate completion of required reports, documentation, and data submissions; support audits, monitoring visits, and corrective action plans as needed.
Contribute to grant applications, contract renewals, and new funding opportunities by providing program design and operational input.
Directly supervise Program Managers, Supervisors, and designated leadership staff; provide indirect oversight to interdisciplinary teams including case management, housing, workforce, intake, and residential staff.
Lead recruitment, hiring, onboarding, and training efforts for assigned staff in coordination with Human Resources.
Establish clear performance expectations; conduct regular supervision and performance evaluations; implement coaching, corrective action, and progressive discipline when necessary.
Develop staffing plans and schedules to ensure adequate coverage and workload distribution across all shifts and programs.
Promote ongoing staff development in Housing First, low-barrier practices, trauma-informed care, cultural humility, crisis response, and role-specific competencies.
Ensure delivery of individualized, housing-focused case management, life skills, employment services, family support, and service coordination tailored to each program population.
Support teams in coordinating access to medical, behavioral health, substance use, legal, educational, and other supportive services as needed.
Monitor program performance and outcomes (e.g., housing placements, income and employment gains, service engagement, program retention) and use data to inform improvements.
Lead campus-wide continuous quality improvement efforts, incorporating participant feedback and outcome data to strengthen service effectiveness and equity.
Maintain strong working relationships with Sacramento County departments, employment/workforce partners, housing providers, behavioral health and healthcare partners, and other community-based organizations.
Represent Mather Campus programs in community meetings, advisory bodies, collaborative workgroups, and funder convenings as assigned.
Promote a positive public image of the campus and the agency and ensure responsive communication with external stakeholders.
Ensure all programs uphold Housing First and low-barrier principles, avoiding punitive responses to behaviors associated with homelessness, mental health conditions, or substance use except where safety is at risk.
Ensure adherence to documentation standards, privacy and confidentiality laws, health and safety regulations, and incident reporting requirements.
Maintain current knowledge of relevant regulations, contracts, and best practices and communicate updates to staff.
