General Function: Provide advisory support to the Government for acquisition management, program planning, and program integration activities supporting AFLCMC/WII aircraft research, development, production, lifecycle acquisition, and sustainment programs. Assist Government personnel with acquisition management activities by providing subject matter expertise, analysis, and draft documentation to support program execution and decision-making. Support program planning efforts by helping develop, coordinate, and integrate acquisition strategies, schedules, and program activities across multiple stakeholders. Provide advisory support for aircraft lifecycle acquisition and sustainment initiatives, ensuring acquisition activities align with program objectives and Government guidance. Assist with financial management activities by supporting budget planning, funding analysis, expenditure tracking, and financial documentation associated with acquisition programs. Support contract management activities by preparing draft acquisition documentation, monitoring contract-related actions, and assisting with contract administration processes. Perform budget analysis by reviewing funding requirements, analyzing financial data, identifying potential issues, and preparing recommendations for Government consideration. Support protocol requirements by coordinating administrative actions, preparing documentation, and ensuring compliance with established organizational procedures. Assist with interactions between AFLCMC/WII and DFAS by coordinating financial information, supporting payment-related activities, resolving documentation issues, and facilitating communication. Collaborate with AFLCMC/WII personnel and other stakeholders to identify acquisition, financial, contractual, and program management issues affecting mission execution. Analyze identified issues, evaluate potential courses of action, and recommend practical alternatives that support timely and effective Government decision-making. Develop clear, accurate, and fully staffed draft documentation that enables the Government to deliver timely products, responses, recommendations, and solutions. Provide advisory and documentation support for planning, developing, coordinating, reviewing, and staffing program products throughout the approval process. Prepare and maintain acquisition-related briefings, executive correspondence, reports, databases, websites, presentations, and other program management products required by AFLCMC/WII. Review existing AFLCMC/WII processes and procedures to identify inefficiencies, compliance concerns, and opportunities to improve program execution. Analyze workflow effectiveness and recommend process improvements that increase efficiency, standardization, quality, and overall organizational performance for Government consideration. Review Acquisition Category (ACAT) reporting requirements to ensure required reporting actions, formats, and supporting information are properly identified and maintained. Assist in locating, collecting, validating, organizing, and generating data required for Government review and population of mandatory ACAT reports and related acquisition documentation. Evaluate ACAT reporting processes and recommend improvements that enhance reporting accuracy, timeliness, data quality, and compliance with acquisition requirements. Provide advisory support for planning, organizing, coordinating, and facilitating meetings, working groups, telephone conferences, and video teleconferences, including agenda development, documentation, meeting materials, and follow-up actions.

Requirements

  • MA Degree and at least 10 years of experience in the related field, 5 of which must be with the DoD, OR, BA Degree and at least 12 years of experience related to the position requirements, 5 of which must be with the DoD, OR, 15 years of directly related experience, 8 of which must be with the DoD.
  • Must possess and maintain a government security clearance at the Top Secret/SCI
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
  • Must be able to perform all functional duties independently.
  • Must be able to transport self to various facility sites, as required.
  • If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
