About The Position

This role is for a Senior Program Manager with extensive experience in procurement and contract administration, particularly within government jurisdictions or large private sector organizations. The position requires strong IT knowledge, including cyber relevance, and proficiency in various project management methodologies. The Program Manager will be responsible for preparing procurement documents, leading response evaluations, reviewing legal agreements, and providing guidance on the technology procurement lifecycle. They will also negotiate with stakeholders to reach optimal agreements while managing risk and ensuring compliance with procurement policies.

Requirements

  • A minimum of 10+ years hands-on experience in Public Procurement and contract administration in Government jurisdictions and or large private sector organizations.
  • Extensive (over 5 years) IT Procurement experience in Government jurisdictions and or large private sector organizations.
  • Extensive experience with traditional and innovative project management processes, techniques, tools across agile, waterfall, iterative methods associated tools.
  • Strong IT knowledge and cyber relevance with cyber threats, trends and technologies.
  • Tenacious and willing to support the team during peak volumes and workloads with various activities.
  • Strong in process management and controls to minimize risks exposure
  • Ability to lead efficient communication between all project stakeholders, including internal teams and clients
  • Ability to achieve business objectives through influencing and effectively working with key stakeholders.
  • Excellent written & verbal communication skills (comfortable & confident communicating at all levels including business partners, leadership and vendors.
  • Demonstrated critical thinking and strategic planning skills.

Responsibilities

  • Prepare requirements for all city-wide call documents such as requests for proposal (RFP), requests for quotation (RFQ), requests for supplier qualification (RFSQ), Invitational Calls, Non-competitive Procurement, etc. for technology related products and services before they are sent to PMMD for issuance.
  • Leads and/or provides support with the evaluation of responses and reviews final recommendations prior to their submission to PMMD.
  • Reviews documentation such as proposals, communications, reports, legal agreements and provides feedback to ensure adherence to procedures, RFP document and responses, and ensures information is clear and fair to mitigate risk to the City. Liaises with Legal Services, Internal Audit Services, Risk Management, and Corporate Finance.
  • Provides leadership and guidance on processes related to technology procurement life cycle of contracted services across the City to ensure the administration and delivery of the services meet client needs and adhere to approved procedures.
  • Negotiates with and persuades management, clients, and various stakeholders often with competing and conflicting goals, objectives and priorities. Works to understand client requirements, vendor terms, and city objectives in order to reach an optimal agreement, managing risk to the city and ensuring compliance with procurement framework and policies.
