About The Position

You are responsible for planning, managing, and overall operational delivery of Infrastructure Service’s Quality, Standards, and Guidelines programs by overseeing the creation, implementation, and ongoing maintenance of construction specifications, technical standards, and design guidelines which support vertical and linear municipal infrastructure. You manage a team of senior engineers and technical staff who develop and maintain acceptable technical standards and guidelines, prepare and review contracts, provide quality assurance for construction materials and products, and oversee deviations from City of Ottawa standards and specifications governing all municipal infrastructure construction within the City’s right-of-way, under delegated Authority.

Requirements

  • Completion of 4 year university degree in Engineering, Applied Science, or other related field
  • Minimum of 8 years of experience related to municipal infrastructure engineering design and construction standards, construction quality assurance, including a minimum of 5 years in the management of human and financial resources
  • Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
  • Knowledge of Project Management principles, best practices and standards applied in the engineering, design and construction industry
  • Knowledge of Principles used in construction quality assurance, and engineering standards
  • Knowledge of Legislation, regulations, and policies relevant to the work
  • Knowledge of Engineering industry standards, guidelines and best practices relating to construction quality assurance, and construction design standards, including but not limited to: Ontario Provincial Standard Specifications (OPSS) volumes for roads and public works (including standard specifications, drawings and source lists), American Water Works Association (AWWA) Standards, Canadian Standards Association (CSA) and American Society of Testing and Materials (ASTM) standards and testing procedures for construction materials, Transportation Association of Canada (TAC) Geometric Design Guidelines, Accessibility for Ontarians with Disabilities Act (AODA), Ontario Building Code (OBC)
  • Strong understanding of contracts and contract administration practices
  • Knowledge of Process for developing Requests for Proposal, including acceptance, review and selection of consulting engineers
  • Knowledge of Industry trends and developments in municipal infrastructure design, standards, contracts and quality assurance
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
  • Proficiency in computer applications pertaining to database management, spreadsheets, and word processing in an engineering environment with an emphasis on construction specifications and standards including, but not limited to, MS Suite of software
  • Familiarity with applicable health and safety legislation, knowledge of any potential or actual danger to health or safety in the work place, and knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
  • English oral, reading, writing
  • A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
  • Must use own transportation
