About The Position

Ulteig is seeking qualified candidates for the position of Program Manager, Program Controls & Analytics to support a client's capital delivery organization within an embedded Program Management Office (PMO) environment. This role serves as a trusted advisor to client leadership, leveraging program controls, portfolio governance, forecasting, risk management, reporting, and analytics to improve capital investment outcomes and support strategic decision-making. Working closely with portfolio, program, and business-unit leaders, the Program Manager provides the insights, governance, and performance management capabilities needed to improve portfolio visibility, increase delivery predictability, strengthen risk management, and drive successful execution of complex utility capital programs.

Requirements

  • Demonstrated experience supporting portfolio governance, forecasting, analytics, and performance management for large capital programs.
  • Proven ability to influence leaders and stakeholders through strategic insights and data-driven recommendations.
  • Experience developing reporting frameworks, governance processes, and performance measurement systems.
  • Strong understanding of utility capital program delivery, portfolio management, project controls, forecasting, risk management, and business analytics.
  • Ability to build trusted relationships and serve as a strategic advisor within a client-facing environment.
  • Bachelor's degree in Engineering, Construction Management, Project Management, Business Analytics, Finance, Information Systems, Computer Science, or a related field; equivalent experience considered.
  • Advanced knowledge of Earned Value Management (EVM), cost controls, forecasting, portfolio reporting, KPI development, risk management, and schedule performance analysis.
  • Advanced Power BI, Microsoft Excel, and data analytics experience.
  • Demonstrates openness to innovation by embracing and applying evolving technology and AI tools to enhance workflows, solve problems, and drive continuous improvement
  • Must have permanent authorization to work in the US

Nice To Haves

  • Experience with Primavera P6, SAP, Power Platform, and portfolio management systems preferred.
  • PMP, PMI-SP, PSP, or equivalent professional certification preferred.

Responsibilities

  • Partner with client leadership, Program Directors, and Project Managers to monitor and improve portfolio performance across capital programs.
  • Facilitate portfolio governance processes, performance reviews, and executive discussions that support informed decision-making.
  • Align portfolio performance with business objectives, capital investment priorities, regulatory requirements, and operational goals.
  • Evaluate portfolio trends, resource utilization, and program performance to identify risks, opportunities, and improvement actions.
  • Provide strategic recommendations that support portfolio prioritization, investment decisions, and performance optimization.
  • Lead portfolio forecasting processes, performance reviews, and long-range planning activities.
  • Develop and maintain Estimate at Completion (EAC) forecasts using advanced forecasting methodologies and analytics.
  • Conduct scenario analysis, financial modeling, and performance assessments to support investment planning and risk evaluation.
  • Identify emerging trends and performance drivers that may impact portfolio outcomes.
  • Deliver actionable insights that improve forecasting accuracy, portfolio predictability, and executive decision-making.
  • Design, develop, and maintain Power BI dashboards, executive reports, and performance measurement tools.
  • Establish reporting frameworks and analytics solutions that improve visibility into portfolio performance, costs, schedules, risks, and forecasts.
  • Consolidate data from multiple systems to provide timely and accurate decision-support information.
  • Develop and maintain a roadmap for reporting, automation, business intelligence, and analytics enhancements.
  • Serve as a subject matter expert in portfolio reporting, business intelligence, and performance analytics.
  • Lead portfolio risk management activities, including risk identification, assessment, trend analysis, and mitigation planning.
  • Facilitate qualitative and quantitative risk assessments and support development of mitigation strategies.
  • Perform QA/QC reviews of schedules, forecasts, cost reports, dashboards, and performance metrics.
  • Ensure reporting integrity, data quality, consistency, and alignment with established governance requirements.
  • Provide expertise in project controls, forecasting, earned value management, and performance measurement best practices.
  • Serve as a trusted advisor to client leadership on portfolio performance, governance, forecasting, analytics, and program controls.
  • Lead initiatives that improve governance effectiveness, reporting capabilities, forecasting accuracy, and overall portfolio performance.
  • Influence stakeholders through objective analysis, industry best practices, and data-driven recommendations.
  • Facilitate collaboration among project teams, business units, and leadership stakeholders to drive alignment and continuous improvement.
  • Represent the program controls function in governance reviews, leadership meetings, and strategic planning discussions.
  • Mentor and support project controls personnel while promoting consistent practices across programs and portfolios.
