About The Position

The Payroll and Workforce Management Program Manager owns the accurate, timely, and compliant administration of payroll and workforce management processes for Summit Pacific Medical Center. This position is accountable for payroll processing, timekeeping administration, scheduling support, payroll compliance activities, employee and leader support, reporting, reconciliations, and maintenance of payroll-related records and controls. The Program Manager serves as the primary operational owner for payroll and workforce management processes and partners closely with Human Resources, Information Technology, operational leaders, and system vendors to ensure payroll, timekeeping, scheduling, leave management, and workforce management activities are completed accurately and consistently. The position represents operational ownership, process coordination, compliance oversight, customer service, and continuous improvement across the payroll and workforce management functions.

Requirements

  • Associate degree in Accounting, Finance, Business Administration, Human Resources, or related field; or equivalent combination of education and experience.
  • Minimum three years of payroll, workforce management, timekeeping, scheduling, or related experience.
  • Experience with integrated payroll and workforce management systems.
  • Knowledge of payroll processing principles and practices.
  • Understanding of federal and Washington State wage and hour requirements.
  • Understanding of timekeeping, scheduling, leave, and workforce management processes.
  • Ability to maintain strict confidentiality.
  • Strong attention to detail and accuracy.
  • Excellent organizational and time management skills.
  • Strong customer service and interpersonal skills.
  • Ability to analyze and reconcile payroll data.
  • Effective written and verbal communication skills.
  • Proficiency with Microsoft Excel and other Microsoft Office applications.
  • Ability to prioritize work and meet strict payroll deadlines.
  • Ability to work collaboratively across Finance, Human Resources, Information Technology, vendors, and operational departments.

Responsibilities

  • Process biweekly payroll accurately and within established deadlines.
  • Review and validate payroll transactions for accuracy and completeness.
  • Process payroll adjustments, retroactive payments, corrections, and special payroll transactions.
  • Review payroll reports and audit payroll data prior to final processing.
  • Coordinate payroll funding activities and related documentation.
  • Process manual checks when necessary.
  • Maintain payroll calendars and processing schedules.
  • Monitor employee timecards, schedules, accrual balances, and payroll exceptions.
  • Review missing punches, exceptions, edits, approvals, and related workflow status.
  • Own the resolution of employee and leader payroll and workforce management questions from initial review through resolution.
  • Coordinate payroll and workforce management corrections with Human Resources and operational leaders.
  • Monitor compliance-related exceptions including meal periods, rest breaks, overtime, leave tracking, and approvals.
  • Administer workforce management security access requests and user support activities.
  • Ensure workforce management data supports accurate payroll processing.
  • Maintain compliance with federal, state, and local payroll regulations.
  • Process garnishments, levies, and employee deductions in accordance with legal requirements.
  • Maintain confidential payroll records and employee payroll files.
  • Support compliance with organizational payroll policies and procedures.
  • Prepare and maintain documentation required for audits and regulatory reviews.
  • Coordinate payroll tax reporting preparation and required filing support with appropriate internal and external resources.
  • Support preparation, validation, and distribution coordination for annual W-2 forms.
  • Complete quarterly and annual payroll reporting requirements, including data validation, documentation, and timely completion.
  • Maintain supporting documentation for tax filings and payroll records.
  • Research and resolve payroll discrepancies.
  • Prepare payroll reports and supporting schedules.
  • Complete month-end and year-end payroll-related activities, including reconciliations, supporting schedules, accrual support, and issue resolution in coordination with Finance.
  • Support payroll reporting requests.
  • Own payroll-related internal and external audit requests, including gathering support, explaining payroll processes, and ensuring responses are complete and defensible.
  • Maintain payroll controls and audit documentation.
  • Verify payroll activity is properly supported and documented.
  • Identify opportunities to strengthen payroll accuracy and internal controls.
  • Maintain a structured log of payroll and workforce management issues, enhancement requests, testing results, and operational impacts.
  • Coordinate testing participation for payroll and workforce management changes.
  • Develop and maintain procedures, job aids, checklists, and controls that improve consistency across payroll cycles.
  • Evaluate payroll and workforce management workflows for efficiency, accuracy, and user experience.
  • Recommend process improvements and support implementation of approved changes.
  • Escalate complex system, reporting, integration, and configuration issues to the Payroll and Workforce Management Systems Analyst.
  • Serve as the primary point of contact for payroll and workforce management questions.
  • Provide timely and professional support to employees, supervisors, and leaders.
  • Provide user training and support for payroll, timekeeping, scheduling, and workforce management processes.
  • Communicate deadlines, requirements, process changes, and updates to stakeholders.
  • Perform other related duties and special projects as assigned.
