About The Position

The primary responsibility of this position is to oversee capital projects associated with the Alaska Railroad Corporation (ARRC) waterfront facilities. This includes managing large, multi-year programs funded by various sources such as federal and state grants, external capital, or internal capital funds. The role involves providing oversight, direction, and coordination for work performed on assigned, high-profile projects. Key duties include organizing work, ensuring a safe working environment, directing ARRC employees and contractors, approving contract changes, and approving completed work. The position also ensures proper documentation for third-party projects and disseminates this information as needed. Assistance is provided to department managers in developing project plans, which may involve formulating concepts, defining goals, scopes, schedules, and cost estimates, assessing risks, and determining financing requirements. The role also involves analyzing options for performance improvements and coordinating project plans with relevant ARRC departments. Collaboration with the Supply Management Department is crucial to ensure timely delivery of materials and services for federally or internally funded projects. The Program Manager reviews and approves invoices for payment, manages and directs other Project Managers on specific projects within the program, and is responsible for program planning, budgets, and grant applications over a minimum five-year period. Coordination with grant administration staff ensures proper financing procedures and reporting requirements are met. The position is responsible for completing assigned projects within approved budgetary amounts and providing regular written and oral updates on project status to ARRC representatives, as well as federal, state, and community groups. Organizing meetings, such as public hearings, is also part of the role to achieve project goals and deadlines.

Requirements

  • Bachelor’s degree in construction management, civil engineering, or discipline related to the specific program.
  • Associate’s degree in construction management, civil engineering, or a related discipline, and five additional years of project/construction management experience can substitute for the bachelor’s degree requirement.
  • Ten (10) years of project/construction management experience working with architectural, engineering, environmental, NEPA, value engineering, and construction contracts for marine facilities.
  • Thorough knowledge of engineering and construction principles, practices, and specifications for projects within the program’s discipline.
  • Thorough knowledge of project management principles and practices.
  • Thorough knowledge of applicable industry codes and regulations.
  • Thorough knowledge of budgeting and cost-control methods.
  • Thorough knowledge of procurement practices and regulations.
  • Proficiency in spreadsheets (Excel), word processing, email, and scheduling software.
  • Knowledge of and experience with architectural, engineering, environmental, NEPA, construction contracts.
  • Knowledge of and experience with value engineering.
  • Knowledge of and experience with project scheduling.
  • Knowledge of and experience with contractual oversight.
  • Familiarity with procurement processes, budgets, cost-control methods, and value engineering.
  • Ability to manage, oversee, and direct all phases of assigned projects.
  • Ability to assess options and identify opportunities to improve performance and reduce costs.
  • Strong written communication skills are preferred.
  • Valid driver’s license.
  • Must possess, or have the ability to obtain, a Transportation Worker Identification Credential (TWIC®) card within 60 days of hire.

Responsibilities

  • Plan, develop, and maintain program planning, budgets, and grant applications over a minimum 5-year time period.
  • Coordinate with the grant administration staff to ensure all financing procedures are properly followed, including reporting requirements.
  • Ensure completion of assigned projects within approved budgetary amounts.
