About The Position

Performs advanced managerial work overseeing the operational planning, establishment, execution, and evaluation of a program or project typically consisting of a set of closely related subprograms or associated activities; oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Requirements

  • Education and experience equivalent to a bachelor’s degree from an accredited college or university in a job-related field of study.
  • Four (4) years of professional work-related experience, including three (3) years supervisory experience.
  • Skilled in the use of standard software applications.
  • Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.
  • Knowledge of developing, implementing, maintaining, and supporting databases and information systems.
  • Must possess a valid Texas Driver’s License, with a good driving record.

Responsibilities

  • Plans, develops, implements, coordinates, and evaluates the fiscal, administrative, and operation activities of a program or project(s).
  • Manages and coordinates contracts, grant, and/or state funding; approves and monitors budget expenditures; prepares budget revisions; identifies opportunities to improve the cost benefit for delivery of services; oversees, coordinates, and/or assists with organizational level financial forecasting; develops and manages organizational management key performance indicators.
  • Provides technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to program objectives and area of expertise.
  • Oversees and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports.
  • Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program/project.
  • Designs, establishes, and maintains staffing and an organizational structure to effectively accomplish the program or project function; recruits, employs, trains, supervises, and evaluates program or project staff.
  • Performs other duties as assigned.
