About The Position

Under general direction, performs supervisory and leadership duties for Inmate Services Programs. This role involves overseeing contracted services, data collection, and reporting, ensuring program compliance with Federal, State, and County guidelines. The Program Manager manages Inmate Services programs, including educational and substance abuse treatment services, and Reach Out Initiatives focused on mental health. They work directly with inmates to ensure program delivery and implement improvements, collaborating with third-parties, court personnel, and criminal justice and behavioral health partners. The position also involves conducting team meetings, participating in department planning, creating and recommending policies and procedures, overseeing grant applications, and maintaining the Inmate Services Division filing system.

Requirements

  • Bachelor’s Degree in Behavioral Science, Behavioral Health, Criminal Justice, or related field.
  • A minimum of four (4) years of progressively responsible experience in a detention or corrections setting, behavioral health intervention, multi-disciplinary coordination, or a related field.
  • An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year per year basis.
  • Must possess a valid Arizona driver’s license.
  • Integrity, honesty, dependability, industry thoroughness, accuracy, good judgment, initiative, and courtesy.
  • Must successfully complete a minimum six (6) month probation period.
  • Knowledge of applicable federal, state, and county guidelines.
  • Knowledge of Yavapai County services and resources.
  • Knowledge of Business English, spelling, grammar, punctuation, and composition.
  • Knowledge of clerical, office practices and procedures.
  • Knowledge of research techniques and report writing.
  • Knowledge of current MS office software.
  • Knowledge of filing and recordkeeping.
  • Skill in program development and management.
  • Skill in supervision and training.
  • Skill in conflict resolution, problem-solving, and mediation practices.
  • Skill in persuasive and motivational communications.
  • Skill in grant coordination.

  • Ability to perform duties at both the Camp Verde and the Prescott detention facilities.

Responsibilities

  • Recruits, trains, and ensures staff are qualified to perform job functions; provides supervision and support to staff; develops performance evaluations.

  • Conducts team meetings and participates in the planning of department meetings.
  • Creates, reviews, and recommends policies, procedures, and protocol implementation to include quality control.
  • Oversees applications and implementation of program grants.
  • Creates and maintains the Inmate Services Division filing system.
  • Performs other job-related duties as assigned.
