About The Position

The Program Manager II supports the planning, coordination, and execution of programs and projects supporting U.S. General Services Administration (GSA) operations and federal facilities. This role manages multiple projects, contractors, stakeholders, schedules, budgets, deliverables, and compliance requirements to ensure successful program execution. The ideal candidate has experience supporting government, commercial, facilities, construction, real estate, or contract-based programs and is comfortable managing competing priorities in a fast-paced environment.

Requirements

  • Bachelor's Degree in business, engineering, construction, or science (a combination of years of experience, education, training and certifications will be considered in lieu of a degree)
  • Minimum 10+ years experience in the construction industry, as well as task and/or program management.
  • Must possess excellent oral and written communication skills, with demonstrated capability of dealing with all levels of management personnel, task/project managers and client representatives.
  • Possesses a broad general technical and business background, as well as previous project management experience on similar or related projects.
  • Familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.
  • Able to work productively with limited supervision.

Nice To Haves

  • MS degree preferred.
  • PMP, PgMP, or Other Construction Certification is Desired

Responsibilities

  • Manage multiple projects and program activities supporting GSA and federal facilities.
  • Track schedules, budgets, milestones, deliverables, action items, risks, and program performance.
  • Coordinate with GSA personnel, contractors, vendors, engineers, architects, facility managers, and internal teams.
  • Serve as a primary point of contact for program coordination, issue resolution, and stakeholder communication.
  • Monitor contractor performance and address schedule, quality, staffing, and performance concerns.
  • Support contract administration, including deliverables, invoices, modifications, task orders, scopes of work, estimates, and contractual requirements.
  • Coordinate meetings and prepare status reports, dashboards, presentations, meeting minutes, and executive briefings.
  • Analyze program performance to identify risks, delays, cost concerns, deficiencies, and corrective actions.
  • Maintain accurate program documentation and support QA/QC and compliance requirements.
  • Support facility projects, renovations, maintenance activities, site visits, inspections, and assessments.
  • Ensure activities comply with applicable federal requirements, safety standards, company policies, and contractual obligations.
  • Travel to GSA/federal facilities and project sites as required.
