About The Position

This role is for a strategic leader with technical depth who is ready to drive stormwater solutions, lead teams, and deliver projects that strengthen community resilience. The Program Manager II will lead stormwater programs, capital projects, and environmental resilience initiatives, shaping how the City plans, builds, and manages sustainable infrastructure.

Requirements

  • Bachelor's degree in Environmental Science, Engineering, Landscape Architecture, or related field
  • 10+ years of relevant experience
  • Stormwater systems, floodplain management, and watershed planning
  • Green infrastructure and regulatory compliance (NPDES, CSSOP, CMOM)
  • Project management, budgeting, and PMIS tools
  • AutoCAD, Civil 3D, and data analysis tools

Nice To Haves

  • Green infrastructure experience preferred
  • Municipal or utility experience a plus
  • PE or Landscape Architect license (preferred)
  • Floodplain Manager Certification (within 12 months)
  • Indiana Pesticide & Fertilizer Applicator Certification (within 12 months)

Responsibilities

  • Lead watershed planning, stormwater programs, and capital projects end-to-end
  • Manage budgets, resources, and long-term strategy
  • Oversee floodplain management, permitting, and regulatory compliance
  • Coordinate with teams, agencies, and stakeholders to deliver projects
  • Advance green infrastructure, water quality, and policy initiatives
  • Lead and develop team members
  • Oversee daily operations and performance
  • Support hiring, training, and accountability
