About The Position

As a Program Manager II at SNC, you will oversee the integration and management of multiple complex projects and major systems, ensuring successful customer relationships, cost control, scheduling, and technical execution. Managing programs of varying scope and complexity, you will supervise project staff, handle high-risk cost and schedule considerations, and lead proposal tasks from initial customer interaction through contract award. As SNC's corporate team, we provide the company and its business areas with strategic direction and business support spanning executive management, finance and accounting, operations, human resources, legal, IT, information security, facilities, marketing, and communications.

Requirements

  • Bachelor's degree in Business, Finance, Project Management, Management, Engineering or related field.
  • 8+ years of progressive experience in project or program management.
  • 3+ years leading medium scale projects; scope spanning 1-2 years, while leading teams made up of 5+ cross functional team members.
  • Relevant experience can be considered as a substitute for the required educational qualifications. In the absence of a degree, a minimum of 12 years of related experience is required.
  • Higher level relevant degree may substitute for experience.
  • Experience with the evaluation of requests for proposals and/or quotes.
  • Experience with preparing, reviewing, and submitting proposals and/or quotes.
  • Experience with managing a complex project or larger program.
  • Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines.
  • Demonstrated financial acumen to ensure decisions are fiscally sound and responsible.
  • Requires ability to execute coordination of all elements of a program, i.e., Program integration management.
  • Perform task coordination, resource development, stakeholder identification, etc.
  • Capability to manage program lifecycle conflicts, prioritize competing priorities/requests, and evaluate available resources.
  • Requires ability to identify, assess, and control financial, technical, and legal risks.
  • Proficient leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews.
  • Requires ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo, and demonstrate the ability to adapt to dynamic situations.
  • Must be a U.S. Citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State or U.S. Department of Commerce.

Nice To Haves

  • Project Management Professional (PMP) Certification (will not be considered in lieu of required experience.)
  • Advanced degree in Business, Management, Engineering or related field (may be considered in lieu of 1 year of required project/program management experience.)
  • Understanding of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Experience managing programs involving implementation of application tools and data architecture.
  • Experience with implementing NIST compliant solutions.
  • Experience with CMMC rules and regulations.
  • Working knowledge of Program Management Institute Program Body of Knowledge (PMBOK).
  • Managing projects using Capability Maturity Model Integration (CMMI), agile and or spiral development models.
  • Managing projects requiring Earned Value Management.
  • Understanding with application tools and data architectures.
  • Ability to reinforce the usage & application of Corporate PM tools.
  • Ability to participate in program management (PM) process & tool improvement initiatives for the Business Area.
  • Ability to keep program management informed of function & process changes within project controls.
  • Ability to enhance program management expertise in the staff.
  • Ability to establish new & further refining existing templates, tools, & guidelines for program documentation & execution.
  • Experience with ensuring compliance with approved Corporate and ISO 9001:2000 Policies and Processes.

Responsibilities

  • Oversee Management for multiple projects of varying complexity and scope, focusing on customer relationships, cost, schedule, and technical planning.
  • Track and report on project status, technical execution, and overall program performance.
  • Manage security related programs requiring high customer internal/external customer interaction.
  • Supervise program and project staff to ensure successful project outcomes.
  • Lead proposal tasks from first customer interaction, including defining requirements, creating basis of estimates, negotiating, and securing contract awards.
  • Participate in business resource planning and tracking in coordination with other corporate entities.
  • Formulate and lead a team to fulfill program requirements.
  • Identify, track, and resolve program issues and problems.
  • Manage program risks by identifying, mitigating, tracking, and managing them.
  • Conduct routine meetings and interface on project/program status.
  • Conduct research and fact-finding, and negotiate with project/program stakeholders to ensure initiatives meet cost, budget, and schedule constraints.
  • Support the Security Department in fulfilling their responsibilities for the Enterprise.
