About The Position

The Montgomery County Department of Permitting Services (DPS) is seeking a Program Manager II (Field Supervisor-Fire Protection & Electrical Inspections), Grade N25, to manage and lead a team of inspectors. This role requires technical knowledge and interpersonal skills to collaborate with various stakeholders, including property owners, contractors, design professionals, other inspectors, and County and state officials. DPS is committed to safety, sustainability, and economic development, issuing approximately 40,000 building permits annually and conducting thousands of inspections.

Requirements

  • Five (5) years of professional experience in Electrical OR Fire Protection Engineering or related fields.
  • Graduation from an accredited college or university with a Bachelor's Degree.
  • An equivalent combination of education and experience may be substituted.
  • Possession of a valid driver’s license from the applicant’s state of residence.
  • Ability to drive a county vehicle.
  • Successful completion of a pre-employment medical evaluation, including a physical examination and drug screening.
  • Requirement to file a Financial Disclosure Statement.

  • Experience in team leadership and staff development.
  • Experience directing and supervising the work of code compliance inspectors.
  • Experience analyzing, interpreting, and administering the provisions of approved State and local building codes.
  • Experience reading and interpreting plans, specifications, and applicable codes.

  • Possession of ICC or equivalent code compliance certifications related to the field of work.

Responsibilities

  • Supervises a team of inspectors performing inspections and enforcing code compliance related to fire protection and electrical inspections.
  • Serves as a primary point of contact with senior management and departmental divisions.
  • Acts as a liaison between other County departments and external agencies for specialized inspections and joint assignments.
  • Enforces established work policies and procedures.
  • Schedules and distributes daily work assignments for inspectors.
  • Ensures inspections are completed on time and reports are submitted promptly.
  • Conducts and documents quality control inspections, site visits, and the most complex inspections.
  • Approves inspectors’ issuance of Notices of Violation, Orders, and Citations.
  • Testifies in court or board proceedings as an expert witness or in support of issued notices, orders, and citations.
  • Develops and evaluates staff performance and delivers team and one-on-one training.
  • Addresses grievances, escalated complaints, and special assignments.
  • Serves as the primary point of contact for internal and external partners to resolve inspection compliance issues and facilitate the issuance of Final Inspections and Use & Occupancy approvals.
  • Provides code interpretation, guidance, recommendations, and technical support to field inspectors and customers.
  • Develops, recommends, and implements DPS policies, procedures, and guidelines impacting the Commercial Building Division.
  • Promotes team building and a cohesive, positive work environment rooted in technical expertise, procedural consistency, mutual trust, respect, and cooperation.
  • Performs other duties as assigned.
