Within the Division of Planning and Programming, the Programs Management Office provides the Department with dedicated non-DOT let program management, including development and administration of special and municipal agreements statewide through the Local Programs Management Office (LPMO), and oversight of other Program functions including but not limited to Grants Management, including agreement creation and execution and grant reporting; Local Programs oversight, which includes “cradle to grave” oversight of locally-delivered projects; and, assistance with special agreements needed across various modes (Rail, Aviation, IMD, Planning, etc.). The purpose of this position is to administer federal and state funded transportation programs to local government sponsors to ensure projects are appropriately developed, programmed, implemented, managed, and maintained in compliance will State General Statutes and Federal regulations. This position will coordinate, facilitate, guide, oversee, analyze, and provide feedback on planning activities, project implementation, and fund administration to local government sponsors. This position will provide technical, including engineering and fiscal, assistance and guidance within the Local Programs Management Office (LPMO) and serve as a chief liaison between the LPMO and other inter and intra-agency personnel. This position will serve Municipal, County, State, and Federal government officials, program consultants and transportation planners, FHWA, the public at-large, as well as Special Interest Groups and Senior NCDOT Management. This position will be heavily involved in and/or lead the development of the project scope, schedule, budget, risk and managing the overall project quality. This position is responsible for coordinating and communicating with all project team members and stakeholders (across multiple disciplines) to ensure the project is progressing, timely decisions are made, next steps/action items are identified and carried out, ensuring the adequate coordination is occurring across disciplines. Must be able to legally operate a state vehicle.
