About The Position

You are responsible for overseeing the operational planning, execution, and evaluation of housing initiatives designed to increase access to safe, affordable, and sustainable housing. You collaborate with internal teams and external partners to ensure that all housing programs are implemented efficiently and lead operations to achieve Council’s strategic housing priorities. Programs, services, projects and activities include but are not limited to: Municipal Land Strategy Affordable Housing Community Improvement Plan Affordable Housing Capital Strategy Municipal Housing Facilities By-law implementation Ontario Renovates You are also responsible for managing the unit’s human (including contracted services), financial resources, and partner relationships.

Requirements

  • Completion of a 4-year university degree in Urban Planning, Architecture, Engineering, Business Administration, Public Administration, Real Estate, Social Science or other related field.
  • Minimum of 5 years of related experience in the planning, development and management of complex projects (land development, housing land development, non-profit housing, real estate).
  • Minimum of 5 years of experience negotiating and maintaining relationships with partners.
  • A minimum of 2 years in the management of human and financial resources.
  • Knowledge of housing policies and programs, interpretation and implementation of housing legislation.
  • Knowledge of principles and methods of economic, financial, social and political risk analysis of housing services and programs.
  • Knowledge of real estate and development finance and economic principles.
  • Knowledge of planning and development processes as they relate to residential development of multi-residential design and construction principles and processes.
  • Knowledge of federal, provincial and municipal funding, service delivery and accountabilities for housing and related programs.
  • Knowledge of Contract Administration.
  • Knowledge of financial, accounting and asset management principles of the Planning Act, Municipal Act, Housing Services Act, City of Ottawa Official Plan, Zoning By-law and Building Code.
  • Knowledge of municipal governance and administrative structures.
  • Knowledge of industry trends and developments.
  • Knowledge of business administration concepts, theories, principles and methodologies.
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area.
  • Familiarity with applicable health and safety legislation, knowledge of any potential or actual danger to health or safety in the work place, and knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
  • English oral, reading, writing.

  • Registered Professional Planner (RPP) with OPPI
  • Licensed Professional Engineer (P.Eng.) with PEO
