About The Position

The Program Manager for Global Initiatives is responsible for the management and implementation of IRI's global initiatives and programs, such as the Women’s Democracy Network grants, Countering Foreign Authoritarian Influence related programs, and other established or emerging global initiatives. The responsibilities include leading teams, contributing to the design of new programs, consulting with program and program delivery teams to provide technical advice, and business development efforts. This position is located in Washington, DC. The Program Manager for Global Initiatives is expected to work in-office at least three days per week.

Requirements

  • Undergraduate degree in political science, international relations, women's studies, governance, or related field. Graduate degree preferred.
  • Minimum five years professional experience in democratic governance and politics, with demonstrated expertise in either women's programming or democratic resilience programming, preferably working directly with political parties, civil society organizations/NGOs and/or legislative bodies and officials.
  • Working knowledge of either women in civil and political leadership or democratic resilience approaches (such as countering authoritarian influence, protecting democratic institutions, and strengthening civic space), in addition to international politics, economics, history and culture.
  • Strong written and oral communication and presentation skills.
  • Demonstrated high-level project management and management experience, including the ability to oversee complex, multi-activity programs, develop and manage workplans, motivate and manage staff, and work closely with expatriate staff located in the region.
  • Extensive experience working with USG funded projects and familiarity with USG regulations and processes.
  • Demonstrated financial management experience in developing and administering program budgets.
  • Ability to prepare, present and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other funder communities.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
  • Willingness and ability to travel internationally, including to challenging or high-risk environments, as required.

Responsibilities

  • Monitors, analyzes and reports on political and related developments in thematic and designated program countries/regions.
  • Contributes to the substantive design of new programs.
  • Contributes to the development of a comprehensive portfolio strategy and program objectives.
  • Leads proposal, budget, and project design efforts for new and ongoing programs, and oversees timely, high-quality donor reporting throughout the life of the grant(s).
  • Leads work planning and management across the portfolio, including developing and maintaining workplans, sequencing activities, tracking milestones, and adjusting timelines to meet program objectives.
  • Oversees and is responsible for complete grant oversight of a program portfolio, from fulfillment of substantive programmatic objectives to financial and compliance requirements for the life of the grant(s).
  • Anticipates potential problems and troubleshoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions.
  • Contributes to the hiring, professional development and evaluation process for PDT staff assigned to the portfolio. Functional and program managers will set specific goals and provides ongoing performance feedback.
  • Establishes, maintains, and develops productive working relationships with relevant stakeholders, consultants, and IRI colleagues, including notably with the Project Delivery Team staff assigned to Global Initiatives programming.
  • Builds and maintains networks of partners, consultants, and local stakeholders, and leads partner engagement and oversight to ensure productive collaboration and accountability throughout the life of the grant(s).
  • Ensures that grant is completed on time, within budget, and in full compliance with Funder and IRI policies and requirements, including approving field expenses.
  • Maintains an understanding of Funder and IRI policies and procedures related to grant compliance and oversight.
  • Applies understanding of assigned grant's substantive, financial and compliance requirements.
  • Leads program kick-off and close-out process.
  • Ensures compliance with all procurement policies in the implementation of the grant including all contract paperwork.
  • Monitors program team's grant budgets, spending (budget trackers), and offers guidance and assistance when needed, with Program Services support.
  • Supports IRI's external relations efforts.
  • Travels as needed for program oversight and implementation.
  • Participates in cross functional teams and initiatives as necessary.
  • Performs other duties as assigned.
